Context:
Under the project “Enhancing the 4Ps Approach to Counter Trafficking in Mauritius”, IOM is supporting the Government of Mauritius to strengthen a whole-of-government and whole-of-society response to trafficking in persons, focusing on prevention, protection of victims, prosecution of offenders, and partnerships.
Output 1.3 of the project aims to strengthen gender-sensitive and victim-centred approaches to assistance by enhancing national systems and capacities to provide comprehensive, coordinated, and rights-based support to victims of trafficking (VOTs), including women, men, and children.
Mauritius currently operates separate shelter arrangements for male and female VOTs; however, the existing system presents several challenges. These include outdated or limited standard operating procedures (SOPs), inconsistencies in shelter management practices, gaps in specialized and referral services, varying levels of institutional capacity among service providers, and the need for more structured, coordinated, and gender- and child-sensitive approaches to victim assistance. Furthermore, existing referral pathways between government institutions, civil society organizations, and other stakeholders require strengthening to ensure timely and appropriate access to comprehensive care.
In this context, IOM seeks to engage a consultant to undertake a comprehensive assessment of national capacities to support VOTs in Mauritius, including shelter management, service provision, and coordination mechanisms. Building on the findings, the consultant will develop actionable recommendations to enhance gender and child-sensitive, victim-centred assistance. The consultancy will also support the development of updated shelter management guidelines and SOPs, the establishment of a functional network of service providers to facilitate effective referrals to specialized support services, and the design, implementation, and evaluation of a gender-sensitive Training of Trainers (ToT) programme on shelter management and victim assistance.
Required Qualifications and ExperienceEducation- Advanced university degree in Social Sciences, Law, Human Rights, International Development, Economics or related fields
Experience & Skills- Minimum 7 years of relevant experience in counter-trafficking, victim assistance, capacity assessments, and/or capacity-building initiatives.
- Proven experience in conducting assessments, developing policy or guidance documents, and formulating actionable recommendations.
- Demonstrated experience in designing and delivering training programmes, including Training of Trainers (ToT), and evaluating training outcomes.
- Strong facilitation, consultation, and stakeholder engagement skills, including experience working with government, civil society, and private sector actors.
- Experience in developing or strengthening referral mechanisms or service provider networks is an asset.
- Familiarity with the trafficking in persons (TIP) context in Mauritius or similar contexts is an asset.

JOB OVERVIEWUnder the supervision of the Women’s Protection and Empowerment Officer, the Women’s Protection and Empowerment Program Outreach Facilitator will play a crucial role in achieving the program’s goals by implementing targeted activities aimed at preventing gender-based violence (GBV) and empowering women. Objectives of the AssignmentThe purpose of this consultancy is to undertake an integrated outcome and impact assessment to assess the project’s contribution to inclusive and sustainable energy access, women’s economic empowerment, market linkages, and resilience outcomes. The consultancy will identify and verify significant outcomes and systemic changes influenced by the project, including shifts in behaviours, relationships, capacities, and market dynamics; assess the project’s relevance, effectiveness, efficiency, sustainability, and contribution to impact; examine the integration of gender equality, social inclusion,; and generate evidence-based learning and actionable recommendations to inform accountability, adaptive management, scaling, and future energy programming. The evaluation shall assess project performance and contribution against the approved Results Assessment Framework (RAF), including validation of selected outcome and output indicators, milestones, assumptions, and progress towards intended systemic change. The consultancy will integrate results verification with Outcome Harvesting approaches to capture both predefined and emergent changes attributable to the project’s interventions.
Requirements of the Consultant
• Advanced academic qualifications in Evaluation, Monitoring and Evaluation, Development Studies, Energy Studies, Economics, Social Sciences, or a related field.
• Proven experience (7+ years preferred) in conducting external evaluations, impact assessments, and Outcome Harvesting or other contribution analysis methodologies.
• Demonstrated expertise in Outcome Harvesting, including identifying, verifying, and analyzing outcomes and attributing contribution to programme interventions.
• Strong technical expertise in mixed-methods research, including qualitative and quantitative data collection, analysis, and triangulation. Familiarity with market systems development and systems change approaches, particularly in relation to livelihoods, enterprise development, and resilience.
• Excellent facilitation and stakeholder engagement skills, including experience conducting KIIs, FGDs, and participatory validation processes with diverse stakeholders.
• Strong analytical and report writing skills, with the ability to produce clear, actionable, and high-quality evaluation reports and learning briefs.

As APWLD’s current five-year Strategic Plan comes to an end in 2026, we are now initiating our next multi-year strategic planning process.Amid deepening crises and worsening political and social conditions, APWLD’s strategic planning process will serve as a collective space to critically reflect on whether existing strategies are sufficiently bold and transformative to strengthen movement-building. It also offers a timely opportunity to convene members and strategic allies to deepen feminist analysis of changing geopolitical and socio-economic landscapes in and beyond the region, and to examine their implications for women, communities and movements.Running in parallel with the strategic planning process, APWLD will undertake an external evaluation of the Strategic Plan 2022-2026 as a critical moment of collective reflection and learning. Grounded in APWLD’s feminist approach to monitoring, evaluation, and learning, the evaluation will generate findings, analysis, and recommendations, particularly on how APWLD can respond to rapidly evolving political, social, and geopolitical challenges, that will directly inform and strengthen the strategic planning process and its outcomes.In a context of shrinking democratic and civic space, intensifying repression and growing uncertainty, this process is intended not only as an evaluation and planning exercise for the organisation, but as a movement-led space for collective reflection, shared learning and political re-imagination. It seeks to strengthen collective power, renew solidarity and open new political possibilities for resistance, care and transformative change towards a more just, inclusive and feminist future. With this vision, this work aims to engage an experienced consultant to support both the external evaluation and the strategic planning process, ensuring coherence and meaningful alignment between reflection, learning, and APWLD’s future strategic direction.
Scope of Work and Responsibilities of the consultants
Given the scope and complexity of this assignment, which includes both the external evaluation and the facilitation of the strategic planning process, this work is expected to be undertaken by a team rather than an individual consultant.
The consultant/s are expected to form a team of 2–3 consultants with complementary expertise, including experience in evaluation, strategic planning, feminist/movement-based facilitation, participatory methodologies, and organisational analysis. The team should clearly outline the roles and responsibilities of each consultant, including who will serve as the lead consultant and main focal point for coordination with APWLD.

Programme Information
Women Creating Wealth - Intergenerational Edition (WCW-l) aims to transform Africa’s economies through a gender-responsive enterprise development system centered around women’s businesses to accelerate and sustain improvements in the quality of life for women and youth. The project is implemented from January 2023 to January 2025 and has now secured a No Cost Extension to run through February 2027 with Implementation stopping in September 2026.
Through this Initiative, we posit that: if women entrepreneurs in the targeted sectors receive human-centered personal, leadership, and entrepreneurship capacity strengthening; have access to a community of support, finance, and markets; and exist in an enabling environment, their enterprises will grow and transform from income generation to wealth creation.10 As their enterprises grow, more meaningful work will be created for young women. Female small business owners in the informal sector reinvest up to 90% of their income in the education, health and nutrition of their families and communities, compared to up to 40% for men (Africa Economy, 2020).
As women create wealth, they are therefore more likely to contribute to the realization of at least 6 Sustainable Development goals – zero poverty; zero hunger; good health and wellbeing; gender equality; decent work and economic growth.
Requirements and Selection Criteria
GMT invites applications from evaluation firms with teams having an appropriate gender balance and relevant expertise, experience, and skills to successfully undertake the assignment as described above. The team must demonstrate significant experience in designing, developing and evaluating complex Pan-African programs, ideally within socio-economic context, access to finance and market systems, SME training, work integrated learning, youth employment, and leadership development. The team must be highly competent in research, expertise in developing MERL tools, quantitative and qualitative methodologies and approaches that are contextually relevant and rooted in Made in African Evaluation approaches; data collection and analysis; communication (verbal and written); report writing; and research design of development projects. Urgent Action Fund Asia and The Pacific Urgent Action Fund for Women’s Human Rights, Asia and Pacific (UAF A&P) is a regional women’s human rights and feminist fund that protects, strengthens and sustains women and non-binary human rights defenders within the two regions at critical moments. We intervene quickly when human rights defenders are poised to make great gains or face serious threats to their lives and work, and support the resilience of HRDs via our Rapid Response Grant-making, Enabling Defenders, Shifting Narratives and Activating Philanthropy programmes.

The Feminist Culture Facilitator role is for someone who cares about building feminist organisations and cultures, and who is willing to unpack and ask the messy questions about what this means, and whether it is even possible.
The Feminist Culture Facilitator provides crucial and timely support to the Co Leads and Executive team of UAF A&P, to hold organisational processes. She/they will also work closely with the Board to coordinate and facilitate smooth governance and regular maintenance of Board work and compliance responsibilities.
