1. Analyze changes in the operational context that impact gender dynamics, protection risks faced by affected populations, and their ability to access information, provide feedback, or file complaints.
2. Identify opportunities for improvement in WFP programming to maximize outcomes in gender, protection, and accountability—promoting gender equality and transformation, and mitigating risks, including those related to Protection from Sexual Exploitation and Abuse (PSEA).
3. Provide support and strengthen capacity of WFP staff, cooperating partners, contractors, and other stakeholders for the effective integration of Gender, Protection, and Inclusion (GPI) in their work.
4. Represent WFP in inter-agency coordination platforms and other external forums; maintain collaborative relationships with actors mandated in gender and protection.
5. Document GPI results and contributions for ad hoc, mid-year, and annual reports; contribute inputs for the Annual Country Report (ACR), Annual Performance Plan (APP) reviews, and showcase achievements in gender equality across WFP programmes.
6. Provide technical support to programme and functional units on beneficiary data protection and privacy impact assessments.
7. Support the application of the Gender and Age Marker (GAM) at both the design and monitoring stages of all programmes.
8. Conduct and support capacity assessments and performance evaluations of new and existing cooperating partners to evaluate their ability to address protection, gender, accountability, and PSEA requirements.
9. Actively contribute to advocacy efforts on women’s empowerment, gender equality, disability inclusion, and prevention of gender-based violence, in collaboration with UN agencies, government stakeholders, and WFP field offices—this includes developing concept notes, IEC (Information, Education and Communication) materials, messages, budgets, event planning, and participating in brainstorming sessions.
10. Facilitate PSEA assessments for NGOs and enhance the capacity of NGO staff on PSEA, in accordance with international standards and organizational policies
11. Ensure proper documentation and knowledge sharing of advocacy initiatives and campaign outcomes for dissemination within WFP’s global networks.
12. Carry out any additional responsibilities or assignments as delegated by the supervisor.
QUALIFICATIONS AND EXPERIENCE:Education: Completion of University Degree (Bachelor's or equivalent) is required. Education in International Development, Law, Gender Studies, Human Rights, Political/Social Sciences or any other relevant subject is preferred.
Experience: At least 6 years of experience in Protection, Gender, GBV, PSEA and Disability Inclusion in Emergency/Humanitarian Context or in Development Programmes or in any related field.

Equality Now seeks to strengthen its advocacy to ensure that governments and the international community adopt and implement global legal and regulatory frameworks to hold accountable those who profit from algorithm-driven behavioural targeting that exploits user vulnerability, particularly among young men and boys, and the ensuing and/or related GBV and other harm. To do so, we would like to research the current and emerging issues, have greater clarity on current and potential interventions and allies, and identify recommendations, opportunities, and key stakeholders Equality Now and our partners can work with and/or target to bring about transformative legal and policy change.
Scope of the WorkThe Consultant(s) will research and gather information on the core themes, currently envisaged to include:
- Scanning existing literature, interventions, and initiatives to understand the links between AI-driven algorithmic systems and the rise of misogyny, violent extremism, and GBV
- The causes, drivers, and systemic structures, including the design and deployment of technology, tech companies' business models, and the role of the manosphere, that enable these dynamics.
- The pathways of grooming and capturing of young men and boys, and other groups, into dangerous ideologies and behaviours. How digital platforms and AI-driven algorithms amplify harmful content, and contribute to the grooming and capture of young men, and links to misogynistic behaviours.
- Evidence and analysis of real-life impacts on the rights, safety, and freedoms of women and girls online and offline.
- Evidence and analysis of real-life impacts on boys and young men, and impactful strategies on engaging men and boys.
- Analysis of ongoing and emerging initiatives and interventions to address the problem. The analysis should identify the initiatives and interventions across sectors and themes, including:
- Across sectors - tech, law, policy, user engagement, etc., across governments, civil society, and the private sector.
- Across geographies - global, regional, and national levels.
- Across themes - prevention, protection, and accountability.
- Across demographic and social groups - young men and boys, women and girls.
- Actionable recommendations for Equality Now and our partners, focusing on the legal and policy frameworks, strategic interventions, and opportunities to advance legal and policy reforms at the international, regional, and national levels that we can advance with governments and policymakers.

Qualifications and Experience

Sexual & reproductive rights (SRHR) HealthBackground
Sonke Gender Justice, in its pivotal role as the Secretariat of MenEngage Africa (MEA), is actively engaged in the implementation of a comprehensive, multi-country SRHR strategy spanning from 2023 to 2027. This strategic undertaking is fundamentally dedicated to bolstering advocacy efforts, strengthening accountability mechanisms, and expanding access to inclusive Sexual and Reproductive Health and Rights (SRHR) policies and services across the entire African continent. A central and indispensable component of this overarching strategy is the concerted effort to significantly enhance the integration of SRHR into Universal Health Coverage (UHC) frameworks. This focus recognizes that true universal health coverage cannot be achieved without adequately addressing the SRHR needs of all individuals.
To effectively advance this critical objective, Sonke intends to develop a specialized SRHR-UHC Integration Toolkit, aptly named SUIT. This innovative toolkit is specifically designed to substantially bolster the capacity of both policymakers and Non-Governmental Organizations (NGOs), equipping them with the necessary resources and guidance to effectively align SRHR priorities with existing UHC policies, financing mechanisms, and service delivery models. While the initial development and piloting of the SUIT toolkit are strategically planned for implementation and use in Uganda, Ethiopia, and Malawi, there is a clear and deliberate intention for this valuable resource to be systematically cascaded and utilized across other MenEngage Africa countries, in continuation of our work captured in the MenEngage Africa Strategic Plan 2024-2027.
Objective of the Consultancy
To develop a practical, offline-ready toolkit that enables both policymakers and civil society actors to:
- Identify gaps and opportunities in SRHR-UHC integration,
- Monitor and influence SRHR service delivery within UHC frameworks and,
- Engage in evidence-based advocacy.
Scope of Work
The consultant will be responsible for:
- Conducting a rapid mapping of existing SRHR and UHC tools, policies, and best practices, particularly in Sub-Saharan Africa.
- Engaging stakeholders (Sonke, MEA members, country networks, ministries, and CSOs) to gather user insights and needs.
- Designing and drafting the SUIT toolkit, including:
- Policy alignment tools
- Budget and costing worksheets
- Advocacy and communication templates
- Community feedback frameworks
- Monitoring, evaluation, and learning (MEL) templates
- Facilitator’s guide for training roll-out

Scope of Work:
This position will drive revenue growth by identifying and pursuing new funding opportunities while strengthening relationships with current institutional donors. It requires a strong understanding of donor priorities and the ability to communicate WRC’s mission and impact effectively. Reporting to the Acting Vice President of Programs & Partnerships, the Senior Officer will collaborate across teams, including Individual Giving, Grants, Programs, and Communications, to align fundraising strategies and achieve organizational goals.
Key Responsibilities:
Donor Engagement and Stewardship
- Design and implement a comprehensive, high-level donor engagement strategy that strengthens donor satisfaction, deepens loyalty, and secures long-term support. This includes monitoring donor behavior and engagement trends, analyzing giving patterns, and using data-driven insights to shape tailored strategies that anticipate donor interests and align with broader philanthropic outlooks.
- Cultivate and steward relationships through personalized outreach, virtual and in-person meetings, tailored impact reports, and meaningful recognition.
Communications and Relationship Building
- Work closely with the communications team to ensure that donor-facing materials reflect WRC’s mission and impact.
- Partner with program teams to source stories and data that connect donors to the work they support.
Internal Collaboration and Leadership
- Coordinate with the executive teams to ensure senior staff are prepared for donor interactions.
- Track and analyze donor engagement metrics to inform strategy.
Fundraising and Proposal Support
- Research and cultivate new funding opportunities across foundations, government agencies, corporations, and multilateral donors.
- Identify and build relationships with key network and partner agencies to uncover collaborative fundraising opportunities and align strategies. This includes mapping potential allies across sectors, fostering strategic partnerships, and leveraging shared goals to expand funding prospects and amplify impact.
Data and Knowledge Management
- Maintain accurate donor and prospect information in Donor Perfect and SharePoint.
- Enhance existing systems by strengthening and regularly monitoring dashboards and reports to effectively track engagement, revenue, and donor deliverables.
Qualifications:- At least 10 years of progressive experience in donor engagement, stewardship, and/or development.
- Proven track record of building strong donor relationships and increasing support.
- Experience with CRM platforms (Donor Perfect or similar) and strong data analysis.
- Excellent written, verbal, and interpersonal communication skills.
- Strong project management skills and ability to manage multiple priorities independently.

Areas of Activity Key Accountabilities and Deliverables
Programmatic support
Monitoring, Evidence and Learning:
• Implement a MEL system that tailored to the programme, including mid-term evaluation and final evaluation.
• Ensure MEL practices are rigorous and rooted in participatory and feminist approaches.
• Outline AA Ireland’s position on adaptive management and how it relates to results-based management both in theory and practice.
• Lead on MEL processes and contribute to quality programming.
Documentation and Reporting:

Learning:

Rooted in Global Affairs Canada’s (GAC) Feminist International Assistance Policy, the role will generate knowledge and evidence on GESI dynamics and Indigenous knowledge systems to inform inclusive, rights-based policies, programmes, and investments. This position requires in-depth knowledge of feminist methodology (intersectional, participatory, rights-based, power-aware), an understanding of Indigenous groups’ unique rights and knowledge systems, and expertise to ensure alignment with both Canada’s Feminist International Assistance Policy and ICIMOD’s strategic objectives.
• Minimum of a master’s degree in social sciences or a related field (e.g., gender and women’s studies, feminist studies, sociology, anthropology, development studies, environmental studies).
• At least 5 years of experience and demonstrated skills in applying GESI concepts, feminist and rights-based approaches, Indigenous Peoples' issues, human rights analysis, and relevant methods in research and/or development programs, particularly in the field of GESI.
• Experience in conducting qualitative and quantitative GESI research, applying feminist methods, field data collection, data analysis, and using tools for GESI integration.
• Experience working with a diverse range of stakeholders, including local communities, governments, the private sector, etc.
• Excellent writing and verbal communication skills in English.
• Strong skills in scientific, social, and feminist writing (e.g., technical reports, journal articles) and in preparing workshop reports.

Objective
Under the overall guidance of the UN Women Country Programme Manager in Uzbekistan and with technical support from UNFPA country office experts, the international consultant will lead the task to develop a detailed root causes analysis of harmful social norms and gender stereotypes of Uzbekistan within the selected regions. (at least two). As a result of the analysis with the help of mixed methodology, policy and practice level recommendations are expected to be developeDescription of Responsibilities/ Scope of Work
Within the assignment, the Consultant will be responsible for the following activities:
Task 1:- Lead the design and implementation of a detailed analysis of harmful social norms and gender stereotypes in at least two regions of Uzbekistan (one of them should be Surkhandarya).
- Guide the development of data collection methodologies (e.g., focus group discussions, key informant interviews) and tools in collaboration with national consultants.
- Work closely with a team of national consultants by providing close supervision throughout all stages of the work, technical guidance, instructions, and support on research tools and methodologies to ensure consistency and quality in data collection.
- Review and analyze data collected by the national consultants, ensuring reliability of findings and prepare the report analysis based on the collected data.
- Ensure ethical, inclusive, and gender-sensitive research approaches are applied throughout the fieldwork and stakeholder engagement process.
Task 2:- Provide policy and practice recommendations based on the analysis of gender-based barriers, particularly social and cultural norms.
- Develop a comprehensive PowerPoint presentation (max. 20 slides) summarizing key findings, conclusions, and recommendations of the harmful norms analysis.
- Facilitate presentations, validation meetings and briefings to key stakeholders including the UN Gender Theme Group and Task Force members – if needed.
Task 3:- Design a contextualized roadmap for scaling up activities in other regions of Uzbekistan, based on lessons learned, regional disparities, and data gaps.
- Propose a concept for future awareness-raising and behavior change campaigns, engaging stakeholders such as faith-based groups, youth networks, celebrities, athletes, and educators.
- Identify and document best practices and risks observed during the pilot phase to inform the scale-up strategy.
Required Qualifications- Advanced university degree (master’s degree or Ph.D.) Development Studies, Gender Studies, Social Sciences, or relevant fields.
- A minimum of 10 years of experience in leading, coordinating, and research studies or development of publications in the field of GEWE and international development.
- Demonstrated expertise in gender analysis, national/international gender policies, gender mainstreaming and women’s empowerment. Knowledge of socio-cultural, economic, and geopolitical contexts of Central Asia is an advantage.
- Knowledge of international/regional agreements and initiatives on GEWE (CEDAW, Beijing, SDGs, etc.) is required
- Fluency in oral and written in English
