About the AssignmentOxfam Novib seeks a consultant to develop an advocacy brief and communications toolkit to support our engagement at the 4th Global Feminist Foreign Policy Conference (27–28 October 2025, Paris).This conference brings together governments, civil society, and multilateral actors to shape a just, inclusive approach to global foreign policy. Oxfam will present strong, decolonial feminist demands rooted in justice, care, and human rights.
Scope of Work
The consultant will:
Conduct a concise policy analysis of feminist foreign policy (FFP) developments globally, including:
-FFP trends and actors (Global Minority and Majority)
-ODA spending on gender equality (incl. country rankings)
-Good practices beyond aid, and recent backlash/funding cuts
Draft a 5-page advocacy brief outlining:
-Oxfam’s feminist foreign policy vision and demands
-Clear, actionable recommendations for policymakers and civil society
Create a communications toolkit, including:
-Messaging for social media (Instagram, LinkedIn, BlueSky)
-A traditional media brief with key facts
-No need for any visual design
