1. The regional TA Cluster Sustaining and Strengthening Gender Mainstreaming in Central and West Asia (approved on 10 December 2024, financed on a grant basis by ADB’s Technical Assistance Special Fund) aims to strengthen gender mainstreaming mechanisms and gender equality results in Central and West Asia and align them with ADB’s gender transformative approaches. The TA cluster supports gender designs of ensuing projects in the region, capacity building for executing and implementing agencies and other stakeholders, knowledge events and knowledge products, and strengthening of gender networks.
.Detailed Tasks and/or Expected Output
The consultant will work closely with the project management unit (PIU), ADB staff, and relevant stakeholders to carry out the following tasks:
(i) Provide overall management of the implementation of subproject activities, delivery of outputs, and achievement of targets.
(ii) Provide technical support to the PIU in the implementation of GAP addressing implementation concerns. Participate, where needed, in project review missions.
(iii) Consolidate GAP updates of the project and submit semi-annual reports to ADB.
(iv) Assist the PIU in the implementation of loan-specific gender objectives.
(v) Facilitate the development of a gender-responsive human resource (HR) management policy with the relevant HR division
(vi) Support the adoption of HR practices that promote the hiring, retention, and career advancement of female staff in technical positions
(vii) Design and deliver gender sensitivity and gender mainstreaming trainings
(viii) Conduct a gender diagnostic of the RDF, including an assessment of staff composition, recruitment and retention practices, career development opportunities for women, and capacity-building needs
(ix) Develop a gender action plan for RDF for mainstreaming gender within the organization and to strengthen women’s participation in the design and implementation of transport projects.
(x) Plan and undertake capacity-building initiatives on mainstreaming gender for RDF with an emphasis on mainstreaming gender in organizational practices and in the design and implementation of transport projects.
(xi) Support the development and rollout of a paid internship program for female technical students or recent graduates to enhance women’s representation in road infrastructure design, delivery, and operations
(xii) Conduct a series of consultations across RDF, women’s groups, community groups, universities and other stakeholders to ensure women’s equal participation in the design and implementation of the project.
(xiii) Undertake any other task assigned by the team leader and PIU component leads to implement Outputs 2 and 3 of the loan.
Minimum Qualification Requirements
An advanced degree in gender studies, social sciences, international development, economics, or a
related field.
A minimum of 5 years of professional experience in gender equality and social inclusion.
At least 3 years of experience in gender policy development.
Proven knowledge of gender mainstreaming in infrastructure projects, particularly in relation to women
and vulnerable groups is highly desirable
Experience in designing and delivering training programs
Excellent interpersonal and communication skills.

Technical Leadership

Influencing and Representation
- Lead and coordinate regional advocacy efforts, influencing policies and practices at local, national, and international levels through alliances, research, and evidence-based approaches.

As a Pan-African feminist fund, the African Women’s Development Fund (AWDF) resources, strengthens and upholds women’s rights and feminist organisations and movements across Africa, to make gender justice a reality for all on our continent and worldwide. Over the past 24 years, AWDF has awarded approximately USD100 million to women’s rights and feminist organisations throughout Africa (and in selected Middle Eastern countries through one of our initiatives). Job Summary
The Programme Manager, Resourcing Movements leads the strategic direction and daily functions of the Resourcing Unit, playing a key role in conceptualizing and implementing AWDF’s grantmaking strategies, initiatives and processes. The role of the Programme Manager, Resourcing Movements provides grantmaking strategy and modalities of processes for our grantmaking that allow AWDF to fulfil its role as a feminist fund considering the fact that resourcing movements is at the core of AWDF’s work and central to our mission.
Reporting to the Director of Programmes, the Programme Manager, Resourcing Movements provides thought leadership on grant management, and cultivates meaningful relationships with grantee partners and feminist movement actors, while also contributing to regional advocacy, fundraising efforts, and learning agendas grounded in African feminist knowledge and practice.
The Programme Manager, Resourcing Movements supervises the Resourcing team and collaborates with Programme Managers for Nurturing Movements and Impact and Learning to ensure alignment and coherence in programme strategy and delivery. As a member of the Senior Management Team (SMT), the Programme Manager, Resourcing Movements also participates in organization-wide decision-making processes and helps to uphold AWDF as a healthy, accountable, efficient and values-aligned organization.
Qualifications
- A masters degree in project management, gender, women’s rights or equivalent qualification.
- At least 8 to 10 years of relevant professional experience in the fields of social justice, human rights, or gender justice work, some of which must include philanthropy or grants administration and management. Previous experience working on projects in a grants manager position or in a similar capacity advantageous.
- Expert Knowledge and experience in African women’s rights programming and feminist movement building.
- Excellent communication skills, written and oral in English. Proficiency in French desirable

Conservation South Africa (CSA seeks to work with a Gender Inclusion Specialist to identify and target rural women, youth and LGBTQIA+ community members who seek to participate in rural land management governance and rural economic activities within the Alfred Nzo District of the Eastern Cape Province. Working alongside existing structures such as farmer organizations, informal women’s groups and youth groups at village-level, the service provider will stage a series of capacity building workshops for 200 vulnerable and interested rural women, youth and LGBTQIA+ community members and 50 male decision-makers from a Traditional Authority/Local Municipality who are responsible for decisions about the land and economic opportunities in the area.
The Service Provider is expected to build the capacity and voice of youth and marginalised community members’ networks in the form of Key Messages Resource materials to be disseminated to a larger audience to reach beneficiaries and strengthen the digital skills of vulnerable groups. CSA will draw on the Service Provider’s experience in reaching millions of young South Africans through various digital media platforms. CSA will use the service provider’s existing media platforms to distribute the content to a broad audience and raise awareness of the key issues facing rural women, youth and the LGBTQIA+ community in access to economic inclusion.

Board Members are hired for a term of two years, with possible renewal. The Board is based in the Netherlands and is composed of Dutch and non-Dutch members. Normally, the board consists of a Chairperson, a Secretary, a Treasurer, and one or two General Board Members.
About the secretary position:
After the Chair, the Secretary is the second person legally representing the organisation. The secretary and chair closely support the Executive Director, both with formal responsibilities, and by being a sounding board, giving guidance, and offering a listening ear in regular check-ins. While the Chair leads the board, the Secretary helps make sure the board runs smoothly and that decisions are well-organised and transparent.
Some of the key tasks include:

Scope of Work
The consultant will conduct a European-wide analysis and develop an educational tool aimed at countering anti-gender discourse in education. The scope will include:
- Mapping the current situation of LGBTQI students in schools, and examining the current presence of anti-gender discourse in educational contexts.
- Identifying barriers and enablers for inclusion in schools, including policies, institutional practices, training opportunities, safety concerns, availability of resources, alliances with families and communities, and the protection of educators.
- Analysing relevant European and national policies, legal frameworks, and programmes that address discrimination in education, with particular attention to civic education, media literacy, and human rights-based approaches.
- Documenting illustrative case studies of both exclusionary practices and successful examples of inclusive responses in schools, highlighting lessons learned and innovative strategies that can be replicated.
- Assessing community, policy, and grass-roots responses to anti-gender discourse, as well as identifying key gaps, challenges, and opportunities for stronger engagement by civil society, educators, and decision-makers.
- Evaluating gaps in data and representation, particularly concerning the visibility, participation, and voices of LGBTQI students and young people in educational decision-making processes.
- Situating findings within the broader societal context, showing how anti-gender narratives are both mirrored in and challenged by schools, and assessing the role of education in shaping public attitudes towards equality and inclusion.
Eligibility criteria
The consultant (or consultancy team) should demonstrate the following:
- Proven experience in research on LGBTQI rights, discrimination, and social inclusion, particularly desk reviews and secondary data analysis.
- Strong knowledge of inclusive education policies and anti-gender discourse.
- Solid understanding of the specific challenges faced by LGBTQI youth in education, particularly trans, non-binary, and intersex students, and the ability to apply an intersectional approach throughout the research.
- Demonstrated expertise in qualitative research methods, including data collection, analysis, and synthesis of findings.
- Strong track record of producing clear, accessible, and well-structured written outputs (e.g. reports, tools, or policy briefs).

- Maintain updated service mapping and ensure staff awareness of available services. Contribute to the maintenance of an up-to-date service mapping of service providers operating in the area and ensure that caseworkers are informed about the available services
- Stay informed of SOPs and best practices at field, national, and global levels.;
- Ensure staff and partners apply GBV Minimum Standards and National SOPs. Act as focal point for inter-agency GBV case management hubs and referrals.
- Identify technical gaps in the program and identify/implement solutions to address these gaps in coordination with the National Protection unit and Area Programme Manager;
Required
- At least 3 years of proven experience in implementation of protection programming; human rights and/or advocacy work, preferable related to GBV.
- Bachelor’s degree in Law, Social Work, Psychology, Gender Studies, or related field (Master’s preferred)
- At least 2 years of previous managerial and supervision experience: managing a department or a sector with multiple subordinates.
- Proven experience working in displacement and emergency settings.
- Proven Experience in organizing and facilitating capacity-building initiatives, including trainings for colleagues and partners.
- Familiarity with community-based protection programming and ability to incorporate lessons learned from similar experiences.
- Experience in implementing projects through local partners and providing direct technical support to local organizations.
- Comfortable in a multi-cultural environment, flexible with working hours and able to handle pressure well
- Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
- Computer literacy (MS Word and Excel)

As the lead national body for mine action, the Lebanon Mine Action Centre (LMAC) plays a critical role in coordinating efforts to mitigate the impact of Explosives Ordnance (EO), and support the safe return and reintegration of affected populations. In response, the United Nations Development Programme (UNDP) is partnering with the Lebanon Mine Action Centre (LMAC) to strengthen institutional capacities for effective crisis preparedness, management, and response. Within this collaboration, a key objective is to advance the
Lebanon Mine Action Centre’s (LMAC) capacity for gender mainstreaming and delivering inclusive and genderresponsive services.
Scope of Assignment
Based on the above objectives, the consultancy’s process is expected to include the following activities:
1. Develop training materials and relevant documents :
- Review relevant institutional documents and consult with relevant staff and stakeholders to tailor the training to their operational context.
- Develop a comprehensive and interactive Training of Trainers (ToT) package in Arabic, combining technical gender knowledge, practical tools, and facilitation techniques.
2. Carry out and facilitate training of trainers
- Deliver an in-person, comprehensive Training of Trainers (ToT) workshops in Arabic for selected LMAC staff and relevant stakeholders within the Regional School for Humanitarian Demining in Lebanon (RSHDL). The workshops will target two distinct cohorts, representing staff and stakeholders (10 to 15 participants per cohort) from different locations. Each cohort will participate in a three-day ToT.
3. Finalize and Produce a Refined Training Manual:
- Based on insights, feedback, and lessons learned during the delivery of the ToT workshops, refine and finalize the Training Manual and produce a Reference Guide on gender for LMAC and the Lebanese Mine action sector. The refined manual will serve as a comprehensive, user-friendly resource for trainees who participated in the ToT, enabling them to confidently conduct further training sessions and act as peer educators within the institution.
4. Provide Targeted Coaching and Mentoring
- Provide four coaching and mentoring sessions for LMAC’s designated gender focal point and relevant stakeholders, strengthening their ability to recognize and address gender-specific needs and promote knowledge-sharing institution-wide.
Requirements for experience and qualifications
I. Academic Qualifications:
Bachelor Degree in Political Science, Gender Studies, Social Sciences, Development or related fields
II. Years of experience:
At least 5 years of relevant professional experience in conducting gender related work including gender equality, gender mainstreaming, and/or women’s empowerment, with preference for experience in gender and mine action.
III. Technical experience:
- At least 4 years of proven experience in developing and delivering capacity-building programs.
- Experience in desgning and conducting trainings on gender topics through at least 4 trainings, with preference for gender in mine action.
IIV. Competencies:
- Excellent understanding of Lebanon’s context, especially with regards to gender norms
- Experience working with public institutions and governments
- Excellent knowledge of Arabic (written and oral);
