Background
The Government of the Republic of the Marshall Islands (RMI) has received financing from the World Bank (WB) for the Strengthening Public Financial Management II Project (P510280) and intends to apply part of the proceeds for consulting services.
The Gender Advisor will, under the direction of the PFM II Project Manager, incorporate gender considerations into all project and client communications to ensure messaging and engagement are inclusive and accessible. This includes, but is not limited to:
- The PFM II Citizen Engagement Strategy
- Change Management Strategy
- Competency Framework
- Trainings and certification programs
- Gender awareness sessions as deemed appropriate by the Client
The Consultant will work closely with the Project Manager, HR Advisor, Communication Officer, and the Ministry of Finance, Budget & Public Service (MOFBPS), including:
- Deputy Secretary for Core Financial Services
- Assistant Secretaries of Finance
- MOFBPS HR Director
- Central Implementation Unit (CIU)
- Other line ministries and international development partners
Scope of Services
The Gender Advisor will provide technical and advisory support for gender mainstreaming, including:
- Gender analysis and integration across project activities
- Knowledge management and stakeholder engagement
- Monitoring, evaluation, and reporting on gender-related initiatives
- Development and delivery of gender awareness trainings and capacity-building programs
Eligibility and Application Requirements
The Ministry of Finance, Budget & Public Service (MOFBPS) now invites eligible individuals (“Consultants”) to indicate their interest in providing these services.
Applicants should provide:
- A Curriculum Vitae (CV) detailing relevant experience, including similar assignments and conditions
- A Cover Letter demonstrating qualifications and interest in the assignment
Mandatory Requirements:
- Bachelor’s degree in social science, development, gender, or a related field, or equivalent experience
- At least five (5) years of relevant experience in gender analysis, gender mainstreaming, knowledge management, stakeholder engagement, monitoring and evaluation, communication, training, and capacity-building
- Excellent interpersonal, communication, and coordination skills, with proven ability to work constructively with multiple stakeholders
- Fluency in written and spoken English
- Excellent report writing skills with a proven track record of delivering high-quality outputs on time
Desirable Experience:
- In-depth understanding of international development processes, actors, cultural sensitivities, and community outreach
- Experience working in RMI or another Pacific Island country on gender-related deliverables
