Background and Context
Equality for All Foundation (EFAF) Jamaica Limited is the foremost organisation advocating for and working to improve the human rights situation of lesbian, gay, bisexual, transgender and queer (LGBTQ+) persons in Jamaica. The organisation promotes social change by empowering the LGBTQ+ community and building tolerance for and acceptance of LGBTQ+ people to increase tolerance and create the foundation for policy and legislative reform. Access to respectful, equitable, and high-quality healthcare remains a challenge for LGBTQ+ individuals in Jamaica. Stigma, discrimination, limited provider knowledge, and structural barriers can negatively affect health outcomes and healthcare-seeking behaviours. An existing training curriculum for healthcare workers was previously developed to address these gaps. However, changes in national policies, global best practices, terminology, and emerging health priorities necessitate an update to ensure the curriculum remains relevant, evidence-based, culturally appropriate, and aligned with current human rights and public health standards.

Scope of Work
EFAF is contracting the services of a consultant to review, revise and update the existing training curriculum to strengthen the capacity of healthcare workers to deliver inclusive, non-discriminatory and client-centred healthcare services to LGBTQ+ individuals in Jamaica.

The consultancy is aimed at:
✓ Reviewing and updating an existing curriculum for healthcare workers;
✓ Facilitating four (4) healthcare workers training across all four (4) regional health authorities;

Key Deliverables and Timeframe
The consultancy will last for a total of forty-five working days during the period April – June 2026. The following deliverable(s) are expected:
✓ An inception report outlining methodology, workplan, and timelines;
✓ A revised and updated training curriculum (facilitator and participant materials, as applicable);
✓ Create an agenda and presentations to conduct four (4) healthcare workers trainings across the four (4) regional health authorities (RHAs)

The consultant will report to the Director of Programmes and Partnerships.
Required Competencies & Skills
 
✓ An MSc. in Social Work, Public Policy or other related Social Science field 
✓ Minimum 3 years’ experience in developing curriculums and/or conducting research and evaluations 
✓ Specific experience: a. conducting desk research and reviews; b. working in human rights and with LGBTQ+ people; and c. working in the government and/or NGO sectors 
✓ A strong commitment to delivering timely and high-quality results and comprehensive reporting (i.e. credible baseline study and baseline report that can be used and disseminated) 
✓ Good communication skills and ability to communicate with various stakeholders and to express concisely and clearly, ideas and concepts.
