Background

Sonke Gender Justice, in its pivotal role as the Secretariat of MenEngage Africa (MEA), is actively engaged in the implementation of a comprehensive, multi-country SRHR strategy spanning from 2023 to 2027. This strategic undertaking is fundamentally dedicated to bolstering advocacy efforts, strengthening accountability mechanisms, and expanding access to inclusive Sexual and Reproductive Health and Rights (SRHR) policies and services across the entire African continent. A central and indispensable component of this overarching strategy is the concerted effort to significantly enhance the integration of SRHR into Universal Health Coverage (UHC) frameworks. This focus recognizes that true universal health coverage cannot be achieved without adequately addressing the SRHR needs of all individuals.

To effectively advance this critical objective, Sonke intends to develop a specialized SRHR-UHC Integration Toolkit, aptly named SUIT. This innovative toolkit is specifically designed to substantially bolster the capacity of both policymakers and Non-Governmental Organizations (NGOs), equipping them with the necessary resources and guidance to effectively align SRHR priorities with existing UHC policies, financing mechanisms, and service delivery models. While the initial development and piloting of the SUIT toolkit are strategically planned for implementation and use in Uganda, Ethiopia, and Malawi, there is a clear and deliberate intention for this valuable resource to be systematically cascaded and utilized across other MenEngage Africa countries, in continuation of our work captured in the MenEngage Africa Strategic Plan 2024-2027.

Objective of the Consultancy

To develop a practical, offline-ready toolkit that enables both policymakers and civil society actors to:

  • Identify gaps and opportunities in SRHR-UHC integration,
  • Monitor and influence SRHR service delivery within UHC frameworks and,
  • Engage in evidence-based advocacy.
Scope of Work

The consultant will be responsible for:

  • Conducting a rapid mapping of existing SRHR and UHC tools, policies, and best practices, particularly in Sub-Saharan Africa.
  • Engaging stakeholders (Sonke, MEA members, country networks, ministries, and CSOs) to gather user insights and needs.
  • Designing and drafting the SUIT toolkit, including:
    • Policy alignment tools
    • Budget and costing worksheets
    • Advocacy and communication templates
    • Community feedback frameworks
    • Monitoring, evaluation, and learning (MEL) templates
    • Facilitator’s guide for training roll-out
  • Piloting the draft toolkit with select MEA country network members in Ethiopia, Uganda, or Malawi.
  • Finalizing the toolkit based on feedback and preparing editable (Word/Excel) and print-ready (PDF) versions.
Expected Deliverables

  • Inception report (including methodology, work plan, stakeholder list)
  • Rapid review brief on SRHR-UHC integration
  • Draft SRHR-UHC Integration Toolkit (SUIT)
  • Pilot session (virtual or in-person) and summary report
  • Final SUIT Toolkit (editable and print-ready)

Required Qualifications

  • Advanced degree in Public Health, Health Systems, Gender Studies, or related field
  • Minimum 7 years of experience in SRHR, health policy, and systems strengthening
  • Strong understanding of UHC frameworks and gender-transformative approaches
  • Proven track record in developing toolkits, training guides, or advocacy materials
  • Experience working with civil society and government actors in Africa
  • Excellent written and verbal communication skills
