Key Responsibilities
- Provide overall leadership, strategic direction, and oversight to all ICRW Asia verticals - research and programmes, operations, finance, human resources, communications, and related management functions ensuring alignment with organizational goals.
- Lead and diversify fundraising activities as the chief fundraiser; develop and execute a strategy to expand the donor base across bilateral, philanthropic, multilateral, and private sector partners, securing long-term financial sustainability.
- Oversee planning, budgeting, and financial management to meet short- and long-term needs; ensure robust fiscal health, accountability, and compliance with all legal and regulatory requirements across countries of operation and fundraising.
- Recruit, lead, and develop a diverse, high-performing team; set and monitor transparent performance and development goals; foster a performance-oriented, inclusive, and equity-driven work culture.
- Strengthen ICRW’s role as a thought leader in gender-based research and advocacy; expand programme implementation to engage new audiences; and cultivate high-value partnerships and coalitions to position ICRW as the “go-to” organization for gender research and policy influence.
- Serve as chief spokesperson for ICRW Asia, representing the organization in high-profile regional and global fora; lead a consistent, impactful communications strategy across platforms and stakeholders.
- Execute and sign all deeds, agreements, contracts, and official documents on behalf of ICRW Asia; maintain a transparent and productive relationship with the ICRW Asia Board to guide strategic direction and ensure adaptability in a changing environment.
Professional Experience and Qualifications Required
- Master’s degree or PhD in Social Sciences, Gender Studies, Public Administration, or related field.
- 15-20 years’ professional leadership experience in Asia or globally, in the non-profit, public, or private sectors preferably in public health, international development, or gender-related issues with a demonstrated commitment to gender equity and social justice.
- Proven track record in fundraising and resource mobilization from diverse sources; strong ability to build and sustain strategic partnerships with donors, civil society, stakeholders, and the private sector.
- Experience managing complex, multi-disciplinary teams in dynamic environments; prior leadership of an organization, entity, or business unit of comparable scale and complexity preferred.
- Expertise in leveraging or conducting research, with the ability to translate complex technical concepts into accessible messaging for varied audiences.
- Exceptional leadership and communication skills, with experience fostering a culture grounded in diversity, equity, social justice, ethics, transparency, and accountability.
- Strong business acumen with the ability to deliver measurable impact while ensuring financial health; skilled in budgeting, financial analysis, and scenario planning.
- Willingness to travel domestically and internationally.

Responsibilities

Specific to this position, this includes to:- support the implementation of ILGA World’s advocacy strategy, directing the design and execution of comprehensive advocacy projects, employing rigorous methodologies and maintaining ethical standards

Through this Request for Proposals (RFP), the AfricaNenda Foundation seeks to engage an experienced Advocacy Consultant to provide strategic and technical support to the joint advocacy program. The consultant will play a central role in advancing the harmonization of DFS policy and regulatory frameworks across national, regional, and continental levels, with an emphasis on enabling inclusive, gender-responsive, and interoperable instant payment systems. The role calls for a dynamic firm with proven experience in interventions involving the African Union Commission, expertise in African policy advocacy, stakeholder engagement, and digital financial services, capable of ensuring that advocacy efforts are targeted, impactful, and aligned with the evolving policy landscape.
Project Expertise and Technical Competencies Required
▪ Minimum of 7–10 years’ experience in high-level policy advocacy within the African policy/regulatory landscape, preferably in financial services, payments, or digital economy sectors. Deep understanding of DFS & IIPS
▪ Solid technical knowledge of digital financial services, instant payment systems, interoperability, cross-border payments, and related policy/regulatory frameworks.
▪ Familiarity with gender-responsive and inclusion-focused approaches in digital finance.
▪ Demonstrated experience in convening and influencing diverse stakeholder groups, including continental institutions (e.g., AUC, AfCFTA Secretariat, RECs), policymakers, regulators, private sector actors, and civil society.

Your duties and responsibilities include:
Develop the research design for the PhD project at the intersection of menstruation, gender and informality and obtain ethical clearance in line with the goals of the funding award Collect data through interviews and focus groups and other empirical methods and conduct data analysis and management

Job Purpose

The OPPORTUNITYThe Equality Fund is undertaking an evaluation of its work with Women’s and Feminist Funds (WFF). Whilst the scope of the evaluation is still to be finalised, the purpose of the evaluation is to consider the value and impact of Women’s and Feminist Funds. Primarily,- What has resulted from 4 years of funding in terms of ‘real world’ outcomes?
We would also like to consider:- What has been the added value of WFFs? How are they more than intermediaries?
Final decisions around methods have not yet been made, as these will be dependent on the final scope and questions, but they will be largely qualitative. The Equality Fund is deeply committed to centering feminist and participatory approaches in this evaluation.There are no baselines as the work of the WFFs and their grantees are self directed. Data on the WFFs has been collected in salesforce and there are indicators that are reported to funders.We require a skilled feminist evaluator or small evaluation team to lead the evaluation and work as part of a team to deliver the evaluation. The Equality Fund has two staff working part-time on this, including a MEL advisor. Additionally, an internal reference group has also been established to provide advice and support for the length of evaluation. The evaluator(s) will work closely with these EF resources to deliver the evaluation.The evaluation is a complex but exciting opportunity to contribute to building evidence on the impact of funding Women’s and Feminist Funds. It is also an opportunity to provide recommendations to the Equality Fund on how we might improve our MEL systems for capturing impact over the coming years.A formative evaluation of the Equality Fund was led by Global Affairs Canada and would make useful background reading.SELECTION CRITERIA- Track record of leadership of successful evaluations that have focused on women’s rights and gender justice.

Objectives of this consultancy:
The consultants will:
1. Conduct a literature review on contemporary feminist discourse in language and power with a focus on transformative practice
2. Based on findings from the literature review, facilitate and coach women to conduct research in their communities using World YWCA’s Feminist Consultation Methodology, including:
a. Organising and participating in training in how to use FCM led by the World YWCA
b. Coaching, facilitating, and guiding community researchers to develop plans and budgets to collect data in their communities, including a safeguarding risk assessment*
c. Coaching, facilitating, and guiding community researchers to develop and translate data collection templates. World YWCA will provide connections to translators and pay translators directly. Costs for translation are not included in this Terms of Reference.
d. The consultants coach, facilitate, and guide community researchers to collect data. They do not collect data in communities.
e. Leading the co-analysis with researchers and research participants – designing the analysis process based on the FCM, designing online workshops for coanalysis, and collating insights from co-analysis, including key findings and recommendations.
3. Based on findings from the literature review and young women’s research, develop a World YWCA Transformative Language Guide for women of all ages.
4. The final product should be adopted by a wide range of users from academic spaces to community-led grassroots actors and movements.
Ideal Profile of Consultants:
• Deep understanding of progressive feminist language and the interplay of power and language.
• Demonstrated knowledge of sociopolitical and gender contexts in Asia and the Pacific, with experience working in partnership with young women-leaders and intergenerational organizations or networks in the region.

- Review the 2021–2025 plan and evaluations to capture lessons, gaps, and opportunities.
- Build a Theory of Change that addresses civic repression, shrinking funding, and digital insecurity while identifying pathways for resilience.
- Ensure broad ownership through inclusive consultations.
- Deliver clear, usable outputs for programming, communications, fundraising, and MEL.
Methodology Expectations- Participatory, feminist-informed, co-creative approaches.
- Region-wide engagement with attention to languages, accessibility, and political sensitivities.
- Iterative feedback, safe and inclusive spaces.
- Consider creative methods (e.g., visual storytelling, movement mapping) where helpful.

Selection Criteria- 10+ years in strategic planning/ToC (regional/international contexts preferred).
- Strong facilitation, political acuity, and consensus-building.
- Demonstrated commitment to dignity, equity, and redistribution of power.
- Deep understanding of LGBTIQ organizing in Asia.
- Skills in qualitative research, clear writing, and accessible communication.
- Adaptive, inclusive practice under shifting conditions.
