Background
The Vanuatu Australia Policing and Justice Program (VAPJP) is a collaborative initiative between the Governments of Vanuatu and Australia, aimed at strengthening law enforcement and justice institutions to improve safety, security, and access to justice.
The Program applies a GEDSI approach, recognising that unequal relations embedded within laws, policies and institutions and social relations, enhance vulnerability to violence and prevent equal access to services and justice for all. In order to address inequalities in power relations, vulnerability, and barriers to accessing justice, the different needs, perspectives and experiences of women, men, boys, girls, including those with disabilities and other socially excluded persons


Role / Purpose
As the program evolves to seek increased impact across communities, a GEDSI and Community Engagement Manager is required to lead activities with strong community and stakeholder partner linkages across the Program, engaging strategically with senior government stakeholders, community groups and community service organisations to jointly develop and implement tailored activities and initiatives addressing access to justice for women, children, youth and other vulnerable people.
This Includes:
· Supporting VAPJP, Department of Women’s Affairs and relevant stakeholders to support transition planning for the Authorised Person Program (APP), and leading multistakeholder liaison at the central and sub-national level to support this transition
· Oversee the implementation of the community grant arrangements including linkages to VAPJP MERL framework
· Strategically engaging on strengthened therapeutic referral systems between the community services sector and key GoV partners (i.e. Women’s Centre, Vanuatu Society for People with Disability, MJCS Child Desk and Disability Desk, Ministry of Health, Courts, Police, Prosecutions, and the Public Solicitor’s Office – including through support to a Multi-Service Delivery Protocol (MSDP) coordination in targeted provinces.
· Supporting the development and implementation of the Program GEDSI strategy and Action plan across all Program components.

Essential Qualifications and Experience
· A bachelor’s degree in community development, gender, law or other relevant fields
· 3 years (minimum) experience in implementing programs to promote and mainstream gender, disability, and social inclusion (GEDSI), including child protection and child rights
· Relevant professional experience, including in Government, supporting civil society or similar organisations with governance and strategic decision-making processes as well as administrative functioning (incl. HR and finance)
· Experience working effectively in international development and inclusive community development
· Experience managing complex, inter-linked initiatives in culturally sensitive environments
· Experience working collaboratively with senior managers while being able to effectively communicate across all levels within a public organisation
· Experience in the management and supervision of a multi-disciplinary team
· English fluency essential; French desirable
· Bislama essentia
