The Position
Program Officer – Gender Job Reference: PO/ZA/04/2025
The Program Officer – Gender will support programs in Zambia, Malawi and one more country (as will be advised) ensuring sustainable, inclusive, and equitable program outcomes and that each component of the program carries key gender-responsive actions and not only ensures equal participation of women but also actively empowers women within the FL-RS value chain.
The ideal candidate will ensure the availability of business development opportunities that directly target women’s and youth groups and women/ youth-led enterprises, recognizing them as key actors in the market, and supporting these groups to establish robust, sustainable services in the FL-RS value chain. The role holder will ensure the provision of platforms that will promote gender and youth integration, hence leading to gender-sensitive outcomes. The role will focus on addressing gender disparities in post-harvest practices, promoting gender equality, and empowering women, youth, and marginalized groups in food production, storage, processing, and distribution systems. The Program Officer will be responsible for the implementation of gender-responsive strategies, advocating for women’s participation in decision-making, and ensuring the program’s activities are inclusive and equitable.
Key Qualifications and Experience Required:
- Bachelors in Gender Studies, Development Studies, Agriculture, Social Sciences, or a related field.
- Experience working on gender-related issues, particularly in agriculture, food systems, or resilience programs.
- Experience in designing and implementing gender-sensitive strategies in international development projects.
- In-depth understanding of gender analysis approaches, frameworks, and tools.
- Proven ability to design, implement, and evaluate gender-sensitive interventions.
- Familiarity with post-harvest food loss, food security, and resilience-building frameworks is desirable.
- Experience in providing technical support in identifying opportunities for the development of relevant advocacy and communication and advocacy materials to address gender issues.
- Strong project management skills with the ability to prioritize tasks, manage multiple stakeholders, and meet deadlines.
- Experience working with vulnerable populations, particularly women and youth in rural areas.
- Demonstrates knowledge in gender-related challenges in agriculture and food systems, with a focus on post-harvest losses and resilience.
- Demonstrates capacity to engage in advocacy for gender-sensitive policies, ensuring that women’s needs and voices are included in policy discussions on food security, agriculture, and post-harvest management.
- Familiarity with international frameworks and agreements on gender equality and food systems.
- Ability to prepare project plans, budgets, timelines, and monitoring frameworks and adapt program strategies based on monitoring and evaluation data, particularly from a gender perspective.

Scope of Work & Deliverables- Initial Assessment
- Review of 2022 compensation review documents, relevant policies, and data related to the 2024 employee engagement survey, and any other relevant data to understand our context and the starting point for this body of work.
- Collaborate with EF staff where needed to ensure full understanding of issues, gaps, etc.

The Global Survivors Fund (GSF) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, 2018 Nobel Peace Prize laureates. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence around the globe, thus responding to a gap long identified by survivors.
Position Responsibilities
International Advocacy and Policy
• Support the implementation of the advocacy and policy strategy on children affected by conflict-related sexual violence, in close collaboration with the Knowledge Praxis Hub Lead, the Head of National Advocacy and Technical Support, the Head of Projects for Interim Reparative Measures and other colleagues, including the Head of Communications;
• Strengthen GSF’s resources and knowledge on the rights and needs of children affected by conflict-related sexual violence and support the production of a manual on their participation in reparation processes, in close collaboration with the Knowledge Praxis Hub;
• Support the organisation of, and attend, strategic advocacy events, support the organisation of an expert roundtable to inform the development of the manual on the participation of children affected by conflict-related sexual violence in reparation processes;
• Support the drafting of policy and advocacy documents, or other submissions (amicus, policy briefings, infographics, podcasts, etc) to respond to key advocacy and policy opportunities identified by GSF, under the supervision of the Head of International Advocacy and Policy;

• Support the mainstreaming of GSF’s thematic priority on children across the organisation;
• Support the development of materials, talking points and messages for strategic communication purposes;
• Conduct research to identify relevant policy initiatives as well as background research on advocacy partners and targets;
Position Requirements Education and Experience
• A master's degree in international human rights law, political science, transitional justice, or other relevant equivalent studies;
• 2-4 years of progressive relevant advocacy experience, implementation and or research on human rights, humanitarian law, conflict-related sexual violence, reparations, and/or transitional justice;
• Experience working on child rights; • Experience organising roundtables and other events;

Scope of WorkThe consultant will be responsible for developing a comprehensive, context-specific toolkit and Facilitator and Participant guide on gender transformative approaches and digital storytelling for the KARABELO – GBVF Response Programme’s Women Economic Empowerment component. This will involve reviewing relevant programme materials, baseline research findings, and best practices in gender and storytelling interventions. The consultant will design an engaging, participatory toolkit that includes practical exercises, reflection prompts, and digital storytelling activities that can be used by trainers and facilitators at the community level.Additionally, the consultant will develop a user-friendly facilitator’s guide with clear instructions, session outlines, implementation tips, and adaptable tools suitable for use in low-resource and rural settings. The materials must reflect the lived experiences of women in the target communities, promote inclusive and ethical storytelling, and embed safeguarding and rights-based principles. All deliverables should be submitted in both editable and ready-to-print formats.

Qualifications and Experience- A graduate-level degree in gender studies, human rights, international law, international relations, or a related field is preferred.
- A minimum of ten years of relevant work experience, of which at least seven are in advocacy with UN human rights mechanisms, ideally with a focus on gender, non-discrimination, and/or peace and security issues.
- A keen interest and commitment to WILPF’s values and mission, with a demonstrated commitment to human rights, feminist values and intersectional feminism.
- Demonstrated understanding of diverse forms and realities of feminist movement organising locally and globally, especially in a diverse membership-based and volunteer-based organisations.

Oxfam together with partners are implementing a Scottish Government-funded project which focuses on supporting girls and women to ensure access, retention, completion, and transition across secondary, TVET and/or Tertiary education in Malawi, Rwanda, and Zambia over a five- year period from 1st July 2024 to 31st March 2029. The project brings together several partnerships: Oxfam in Africa (OIA) collaborating with Young Women’s Christian Association

Purpose and Objectives of the study
a) Purpose:
To generate baseline values of the project indicators that will facilitate setting of project targets and serve as benchmarks for measurement of project progress and performance.

Scope of Work
The baseline study will be conducted in 3 countries, Malawi, Zambia and Rwanda. The project will be implemented in Rwanda in two districts per region as follows; Musanze and Gicumbi in the Northern province, Rubavu and Ngororero in the Western Province, Kamonyi and Muhanga in the Southern Province, Kayonza and Bugesera in the Eastern Province, as well as Kicukiro and Nyarugenge Districts in the City of Kigali. In Malawi, the project will be implemented in Balaka and Machinga and in Zambia the project will target 4 districts of Central Province, Kabwe, Kapiri Mposhi, Chitambo, and Serenje.
Qualification and experience of the consultant/team
• Advanced degree in a relevant field of work related to development studies, education, social science, and human rights, project management, monitoring and evaluation.
• Understanding of the assignment and quality of the expression of interest and work plan.
• Demonstrable expertise and knowledge of projects in the field education for girls and women, in relation to similar programmes is an added advantage.
• Track record in developing and conducting various types of research and baseline studies using qualitative and quantitative approaches and (statistical) data analysis.
• Research experience including data collection and analysis using participatory methodologies.

• Proactively stimulate demand for the helpdesk service through orientation sessions on the helpdesk, communications on existing products available, e.g. on the helpdesk repository, trends and important events related to WPS, and meetings with HMG stakeholders, as agreed with the ISF team.
• Liaise with the IT providers on keeping the Repository up to date and easy to use.
• Regularly meet with ISF focal points, updating on the operations of the helpdesk, specific call-off tasks, risks, opportunities, outreach, compliance issues.

- Contribute substantive gender equality content for ADB corporate reports, such as the Annual Report, Development Effectiveness Report, or other relevant publications.
- Review and provide technical feedback on corporate policies, strategies and other institutional documents from a gender equality perspective, and represent CCGE in contributing to internal corporate initiatives and discussions.
- Engage in upstream gender thematic policy engagement at corporate and country level.
Project Preparation and Administration:
- Lead or support (as assigned team member or peer reviewer) gender mainstreaming in project design, implementation and/or completion.
- Lead or support processing, management and administration of gender equality focused technical assistance or grant projects.
- Act as a CCGE focal for sector, themes, regions or private sector, as assigned, and coordinate with counterpart focals in other divisions/departments
Partnerships, Knowledge and Capacity Building
- Build and deepen strategic partnerships with multilateral and bilateral development partners, civil society and private sector stakeholders to advance gender equality.
- Contribute to external policy engagement and thought leadership on a range of gender equality topics, and represent CCGE at external knowledge events as assigned.
- Lead or contribute to the development of gender knowledge products (e.g. research reports, toolkits, policy briefs, case-studies, blogs) and delivery of knowledge events.
- Lead or contribute to the design and deliver of capacity development on gender equality with internal sector/thematic teams and external partner clients.
Management Support
- Support the Director, CCGE in gender-related corporate initiatives, quality assurance, data management and cross-divisional and departmental coordination, as required.
- Prepare and deliver management briefings on gender related topics as required.
- Provide guidance and mentoring to more junior staff, including supervising the performance, ongoing learning and development of assigned reporting staff.
- Perform any other tasks that may be assigned by the Director, CCGE.
Qualifications
You will need:
- A University degree in social sciences, international development, public policy or other related fields, including an emphasis on gender and development; preferably at post-graduate level or its equivalent
- At least 6 years work experience in gender and development, preferably with expertise at the field level incorporating gender mainstreaming into projects. International experience working in several countries.
- Demonstrated expertise in building capacity for implementing gender equality initiatives.
- Demonstrated experience in developing innovative gender knowledge products and delivering gender-related events.
- International experience working in several countries with a multilateral development bank or other international development organization.
- Proven experience in effectively managing budgets and teams.
- Written and verbal proficiency in English.
