CARE Kenya, through the C2C program in Dadaab, is supporting market-based approaches that strengthen livelihoods, resilience, and access to essential services for refugee and host communities. Under the DANIDA-funded SPA 2 program, CARE Kenya is exploring opportunities for private-sector engagement and investment in businesses that can generate sustainable income while addressing critical market and community needs.
Two opportunities have been identified and piloted for further assessment:
1. Water distribution and related water services; and
2. Plastic waste collection, recycling, and value addition.
The water entrepreneurship component has focused on improving access to safe drinking water through prepaid water ATMs, installation of reverse-osmosis systems, establishment of the Sabrin Women Group as a community enterprise, and deployment of digital monitoring systems to strengthen accountability and business management. The plastics entrepreneurship component has supported the Galool Development Organization (GALDO) CBO to develop a viable business model for recycling plastic, including through conducting community awareness campaigns, establish waste collection systems, procuring baling equipment, and building linkages with recycling companies.
CARE Kenya seeks to engage a qualified consulting firm to:
(a) Assess the commercial potential of the two opportunities including their strengths and weaknesses, and develop evidence-based, investment-oriented business cases, and
(b) Translate the resulting evidence into a suite of communication and dissemination materials for donors, government, investors and the public, highlighting both key results and impact of the pilots, their potential to scale as well as the challenges and learnings from the pilots that can inform future programming and policy around the Shirika Plan and refugee inclusion more broadly.
