Girl Child Network (GCN) is inviting qualified and experienced consultants (individuals or firms) to submit an Expression of Interest to conduct a comprehensive Situation Analysis/Survey whose findings and recommendations will be used to design GCN’s LEAP Project System Change Strategy to improve the public education system for children affected by conflict and crises in Turkana County (Kakuma Refugee Camp and host communities) and Garissa County (Dadaab Refugee Camp and host communities). The LEAP Project is funded by Co-Impact.

The LEAP – Learning, Equity and Protection for Crisis-Affected Children in Garissa and Turkana Counties, Kenya Project seeks to strengthen public education systems in Garissa (Dadaab) and Turkana (Kakuma), including host communities, to improve access, equity, learning, and wellbeing for 176,093 out-of-school / hard-to-reach crisis-affected children aged 4–17 years (60% girls, 5% children with disabilities). To achieve this, GCN intends to
undertake a comprehensive situation analysis of the current public education system for children affected by conflict and crises in these two counties with a view to understanding systemic inequalities, including policy frameworks, barriers to access, equity, quality, proficiency levels in literacy and numeracy, whether teaching systems are trauma-informed, budgeting norms, coordination, and data management for adaptive planning, among others.

Scope of Work
  • The consultant will be required to: 
  • Carry out stakeholder mapping and analysis.
  • Conduct power and influence analysis.
  • Incorporate learners’ experiences, particularly those who experience barriers to accessing
  • and benefiting from the education system.
  • Identify system gaps and opportunities.
  • Identify winning coalitions and systems-change champions.
  • Provide recommendations on how these actors could potentially be engaged.
  • Capture existing best practices within formal and informal systems.
  • Provide clear, actionable recommendations that will inform and shape the development of GCN’s System Change Strategy for the LEAP Project.

Consultant Qualifications and Requirements
  • A minimum of a Master’s Degree in Project Planning and Management, Monitoring and Evaluation, Development Studies, or a related field.
  • At least 8 years of proven experience in conducting baselines, surveys, and situational analyses, particularly in crisis-affected areas.
  • Demonstrated experience working in ASAL regions and/or refugee/host community contexts in Kenya.
  • Strong expertise in mixed-methods research, data analysis, and report writing.
  • Excellent communication, facilitation, and presentation skills.
  • Proven ability to deliver high-quality evaluations on time.
