Project Background and Description
At the time this project was planned, the protracted war in Palestine generally, and in Gaza specifically, accompanied by the land, sea and air blockades that have lasted for over 13 years, together with the recurring wars in 2009, 2012, 2014, 2021 and most recently in October 2023, have left the livelihoods of the people in the Gaza Strip in a desolate state. 

Under these circumstances, there has been an increase in reports of incidents of violence (GBV), particularly against women and girls with and without disabilities, in the form of verbal, physical, sexual and psychological violence, which has been further exacerbated by the protracted Middle East conflict and the restrictions associated with the COVID-19 pandemic. Among the negative coping strategies of women affected by GBV,

People with disabilities were in particular more vulnerable to the risks mentioned above. According to UNFPA, the risk of GBV is ten times higher for women and girls with disabilities than for their hearing peers, mainly due to communication barriers, isolation, and difficulties in accessing information and legal assistance. In addition to the multiple discrimination faced by women and girls with disabilities, access to free or subsidized assistive devices from local authorities is particularly difficult due to bureaucratic hurdles and long waiting times. Furthermore, GBV prevention programs do not take into account the needs and challenges of women with disabilities who are affected by GBV.

Overall objective: strengthen the resilience of women and girls with and without disabilities and the community-based system by establishing and expanding structures for the prevention and management of gender-based violence (GBV).

Requirements of the Evaluation Team
The consultant/evaluation team applying for this evaluation shall have the following qualifications: 
·        Master’s degree or higher academic degree related to community based inclusive development/community-based rehabilitation/rights of persons with disabilities, or similar 
·        Technical expertise in CBID and/or CBR, disability and inclusion
·        Proven working experience with NGOs and INGO and the government sector in the field of community based inclusive development/rights promotion 
·        Proven consultancy experience of at least 5 years with a record of providing high quality, expert advice 
·        Proven experience in the evaluation of projects/programmes by BMZ or similar institutional, DFAD, FCDO, SIDA, etc.  
·        Experience in evaluation of similar programmes and sound knowledge of (inclusive) Project Cycle Management (iPCM) 
·        Experience in participatory approach is a must as well as facilitation skills 
·        Excellent analytical skills 
·        Proven working experience in the field of inclusion, disability and gender mainstreaming 
·        Knowledge about local culture, policies and laws to understand the reality for persons with disabilities in the country 
·        Excellent English report writing skills, ability to write in a structured and concise manner 
·        Proactivity and persistence will be required 
·        Proficiency in written and spoken Arabic and English is a must
