CONTEXT
Despite efforts and increased attention from the national and international stakeholders, Gender Based Violence & Harassment (GBVH) is still widespread in Bangladesh, including in the garment sector. Recent research showed that 80% of garment workers have either witnessed or experienced workplace sexual violence. GBVH causes physical, sexual, psychological, and economic harm to survivors and witnesses, while also creating risks for businesses, including decreased productivity, higher turnover, and reputational damage.

 Recently, Bangladesh ratified ILO Convention 190, reinforcing the country’s commitment to eliminating violence and harassment in the world of work, including in the garment sector. The growing recognition of GBVH has led to the development of multiple projects and initiatives which have brought values and contributed greatly towards promoting a safer workplace for women. However, in some cases they have also created overlap and fragmentation, which can lead to limited long-term progress toward a sector free from fear, violence, and harassment.

To respond to the need of industry alignment and greater collaboration, RISE has taken an initiative to co-create an industry action framework for Bangladesh garment sector offering clear, actionable guidance on how the stakeholders can tackle GBVH collectively. RISE has already conducted needs assessment with workers and managers and a series of consultation sessions with the industry stakeholders. Based on the inputs from the workers and the stakeholders the action framework will be developed by defining concrete interventions and roles, grounded in the experiences of women workers and aligned with both national laws (e.g., the 2009 High Court Guidelines, Bangladesh Labour Law) and international regulations and standards (e.g., HRDD, CSDDD and ILO Convention C190).

This TOR seeks to engage with an expert writer who will support RISE to draft and finalize the industry framework for Bangladesh garment industry.

ABOUT THE FRAMEWORK
The Framework will be a user-friendly, practical and evidence-based document on coordinated action to address GBVH in Bangladesh’s RMG sector. The main document will be a professionally designed publication of no more than 30 pages, produced in English and Bangla, and supported by separate annexes, stakeholder briefs and practical companion tools.

The writer will support with:
- developing the Framework outline and finalizing priority interventions based on evidence and stakeholder consultations
- drafting and refining the Framework through multiple rounds of internal and external review
- developing three stakeholder briefs and supporting the development of five practical companion tools
- working with the RISE design team on laid-out versions and producing the final launch-ready Framework and accompanying blog

We encourage applications from experienced individual writers/consultants with strong writing skills and expertise in GBVH prevention and remediation in global supply chains, particularly the RMG sector, as well as experience with Gender responsive Human Rights Due Diligence (HRDD) and Bangladesh's legal and policy landscape.
