 Project Introduction

In South Africa, gender-based violence (GBV) remains a pervasive and deeply entrenched issue, posing significant challenges to the country’s social fabric and development. Factors such as poverty, unemployment, historical inequalities, and cultural norms contribute to the persistence of GBV in the region. In response to these pressing issues in the Eastern Cape, Sonke Gender Justice in collaboration and support from Kindernothilfe is implementing a three-year project titled “Masoyise uxhatshazo olusekezwe kwisini ingakumbi amanina nabantwana!”–  Let us overcome Gender-Based Violence, especially towards Women and Children! The project aims to develop and promote meaningful and inclusive youth participation through capacity building, and mobilise communities to address harmful gender norms through gender transformative approaches in two districts, Nelson Mandela Bay Metro (NNM) and the Amathole District Municipality.

Purpose and objectives of the evaluation

The purpose of this endline evaluation is to provide Sonke, KNH and BMZ with a credible, independent and evidence-based assessment of what the project achieved over its full implementation period, how and why those results were or were not achieved, what difference the project made for children, adolescents and youth in the target communities, and what should inform future programming.

Team composition and competencies

The lead and co lead evaluator will be responsible for undertaking the evaluation from start to finish and for managing the evaluation team under the supervision of evaluation task manager from Sonke Gender Justice for the data collection and analysis, as well as report drafting and finalization in English. 

Team lead and co lead required competencies:

  • A minimum of 8-10 years’ experience conducting external evaluations of development programmes, including mid-term/interim evaluations, with strong mixed-methods skills;
  • Demonstrated expertise in gender-based violence (GBV) prevention, gender-transformative approaches, child rights and/or meaningful youth participation;
  • Experience with theory of change and results-framework-based evaluation, gender-responsive and participatory evaluation approaches, and stakeholder engagement;
  • Demonstrated experience conducting ethical research with children and adolescents, including safeguarding-compliant data collection;
  • Strong quantitative and qualitative data collection skills;
  • Proficient in data analyses methods and data visualisation skills through use of data analysis software such as; STATA, SPSS, NViVO, and ATLAS.ti;
  • In-depth knowledge of the South African context; experience in the Eastern Cape and with traditional leadership structures is an advantage;
  • Excellent report writing and communication skills; fluency in English required; proficiency in isiXhosa and Afrikaans within the team is an added advantage.
