The consultant will be embedded within MINECOFIN’s National Budget Department, reporting to the Director General of the Budget Management and Reporting Directorate and working under the technical supervision of the UNICEF Chief of Social Policy, in close collaboration with and facilitation of the Ministry’s current GRB Analyst.

Minimum requirements:
  • Education: Master’s degree in one of the following fields: Economics, Public Finance, Public Policy, Gender and Development, Development Studies, or a related field.
  • Work Experience: At least 5 years’ professional experience in public financial management, budgeting and/or gender-responsive budgeting (GRB), preferably in support of government; practical experience with budget / PFM information systems (IFMIS or equivalent) including requirements definition, configuration, testing or roll-out.
  • Skills: Strong understanding of gender and equity analysis and, ideally, child-responsive budgeting; knowledge of Rwanda’s PFM system, budget cycle and gender policy framework; strong analytical, capacity-building, facilitation and report-writing skills.
  • Language Requirements: Fluency in English and Kinyarwanda required; knowledge of French an asset.
  • Desirables: Familiarity with UNICEF/UN child safeguarding and PSEA policies; prior experience automating GRB or gender tagging within a national IFMIS; affinity with child rights and volunteerism.
