 The Pacific Private Sector Development Initiative (PSDI) is a regional technical assistance facility cofinanced by the Government of Australia, the Government of New Zealand and the Asian Development Bank (ADB). Since 2006, PSDI has been working with ADB’s Pacific Developing Member Countries to improve the enabling environment for business and support inclusive, private sector-led economic growth. PSDI Phase V will begin in late-2026, working across four core technical areas: business law reform, state-owned enterprise reform, access to finance, and economic empowerment of women (EEOW). PSDI’s approach to EEOW in Phase V will build on earlier phases, combining its targeted EEOW workstream with gender mainstreaming across the whole program. Phase V will also address disability inclusion in the private sector.

The EEOW Lead Expert will drive PSDI’s targeted workstream to enhance economic empowerment of women through private sector development in the Pacific. The emphasis will be on reforms to help women-owned
and women-led businesses grow and formalize, improving women’s access to finance and to leadership roles in private sector institutions, and building gender-responsive private sector policies, systems, tools and data. The EEOW Lead will also work with PSDI’s other thematic leads and a stable of thematic gender consultants to oversee program-wide gender mainstreaming; and coordinate PSDI's part-time disability expert, who reports to the EEOW Lead, so disability inclusion is reflected across the program.
 
Minimum Qualification Requirements

 Education
• Degree in economics, law, business, public policy, or social sciences, preferably at Masters level (or equivalent experience).

Professional Experience
• Minimum 15 years of general professional experience.
• At least 10 years of relevant experience in gender equality or women’s economic empowerment.
• Demonstrated experience influencing policy and regulatory reform, ideally in private sector development.
• Strong understanding of institutional, legal, and socio-cultural constraints affecting women in the Pacific.

Skills and Competencies
• Proven ability to integrate gender into multi-sector development programs.
• Experience leading analytical work and program delivery.
• Strong stakeholder engagement skills across government, private sector, and development partners.
• Excellent communication skills, with the ability to convey complex concepts clearly to diverse audiences.

Regional Experience
• Experience working in the Pacific region is required.
Minimum General Experience 15 Years
Minimum Specific Experience (relevant to assignment) 10 Years
