Under the fifth Lao-Luxembourg Indicative Cooperation Programme, the Lao and Luxembourg governments have deepened collaboration through four sectoral programmes (implemented from 2023 to 2027) with a total budget of approximately 124 MEUR, including the Local Development Programme with a budget over 41 MEUR (with Swiss co-financing).

The Gender Adviser leads and coordinates gender integration within the Lao Development Programme (LDP), ensuring gender equality is embedded across all intervention areas. The role conducts targeted gender analyses to inform the programme’s gender mainstreaming strategy and action plan, aligning gender considerations with LDP priorities and community needs.
In close collaboration with government counterparts, the position provides ongoing technical guidance to support effective gender integration in LDP activities and, to a lesser extent, across the three other ICP programmes implemented by LuxDev. This position also serves as the communication focal point for the programme.

- Master’s or Postgraduate degree in gender, social sciences or a related field.
- At least ten (10) years of relevant experience in a role related to gender equality, diversity, and inclusion.
- Strong understanding of the gender context in Lao PDR and proven experience applying gender approaches in the Lao setting.
- Experience developing gender policies, tools, guidelines and design of gender interventions.
- Demonstrated experience working with government institutions and international or non-governmental organisations on gender in development.
- Native Lao speaker; proficient in English.
