Objective and Purpose of the Assignment
The Asian Development Bank (ADB) is committed to advancing gender equality and women’s empowerment across its sovereign and non-sovereign operations in Azerbaijan. This includes supporting the capacity development of executing and implementing agencies (EA/IA) and private sector partners, as well as expanding opportunities for women’s empowerment. To achieve these objectives, ADB seeks a qualified National Gender Consultant to provide technical support and guidance in mainstreaming gender considerations throughout relevant projects and initiatives.

The scope of the work includes: (i) conducting and/or overseeing the Azerbaijan country gender assessment and translating findings into actionable recommendations; (ii) supporting monitoring, reporting and quality assurance of GAP implementation and gender targets; (iii) delivering capacity building and technical guidance to EA/IA and private sector clients on gendermainstreaming; and (iv) supporting stakeholder engagement, events and communication/knowledge products to disseminate gender findings and results.

Under the guidance of the ADB’s CCGE and AZE RM team, the consultant will be responsible for the following key tasks:

(iv) Stakeholder Engagement and Events
(v) Communication and Knowledge Support

Minimum Qualification Requirements
- Advanced degree in social sciences, economics, or a related discipline.
- Minimum of 8–10 years’ professional experience in gender and social inclusion in Azerbaijan
- Experience in infrastructure, women’s economic empowerment or private sector projects is highly desirable.
- Demonstrated strong analytical abilities, facilitation expertise, and stakeholder engagement skills.
- Familiarity with multilateral development bank (MDB) or international financial institution (IFI) operations is an advantage.
- Excellent written and oral communication in English and Azerbaijani is required
- Strong analytical, stakeholder engagement and communication skills.
- Ability to work independently and deliver high quality outputs under tight deadlines, while coordinating effective with multidisciplinary teams.
