Program Background
PROSIVU is an Australian Government-funded program that focuses on strengthening governance in Timor-Leste. This eight-year program (2022 – 2030) works in partnership with the Government of Timor-Leste to help Timor-Leste achieve its goal of becoming an upper-middle-income country by 2030. It is Australia’s primary program supporting Timor-Leste’s central government agencies and economic line-ministries in improving governance, economic policy and public sector reform. DT Global supports the implementation of PROSIVU on behalf of the Australian Government.

Objectives of Role
The Gender, Disability and Social Inclusion (GEDSI) Public Administration Consultant will contribute to the development of a national Civil Service GEDSI Strategy for the Government of Timor-Leste. The consultant will conduct consultations with senior management of the Civil Service Commission and relevant key public administration institutions to assess existing progresses, gaps and challenges. Based on these findings, the Consultant will develop strategic recommendations to strengthen the participation of women and people with disabilities in public service workforce in Timor-Leste, informing of the new civil service GEDSI Strategy. 

Expected Outcomes
The Gender, Disability and Social Inclusion (GEDSI) Public Administration Consultant will contribute to the development of a national Civil Service GEDSI Strategy for the Government of Timor-Leste. The consultant will directly support the design of the Public Service GEDSI Strategy, ensuring it is actionable, inclusive and results focused. This includes contributing to a participatory consultations; documenting priority gaps and opportunities for advancing the participation of women and people with disabilities in public service workforce in Timor-Leste; developing evidence-based recommendations and strategic actions aligned with national development priorities; and supporting the formulation of a coherent civil service GEDSI strategic framework that reflects stakeholder inputs and enables measurable progress in empowerment of women and people with disabilities participation and leadership as well as accessing to employment.
 
About You
·       A university degree in gender and development, social science, economics or related field. 
·      At least 5 years (Master) or 10 years (Bachelor) of progressively experience in the field of gender, disability and social inclusion, with a substantial portion focused on empowerment of women and people with disabilities in public service workforce.
·       Strong interpersonal, oral and written communication and presentation skills.
·       Excellent written and spoken Tetum skills.
