The International Center for Research on Women (ICRW) is a non-profit organization and registered as a company under section (8) of The Companies Act 2013. ICRW is dedicated to promoting gender equitable development and women's rights, reducing poverty, and contributing to broader economic and social well-being. ICRW undertakes research and programs that are focused, evidence-based, and action-oriented; provides technical assistance to partner organizations, donors, and governments; and advocates for new or improved policies, programs, and technical assistance to partner organizations, donors, and governments. 

Background: ICRW is undertaking a study to understand nature, experiences, and responses to technology-facilitated gender-based violence (TFGBV) among adolescents in Jharkhand. With the increasing use of digital technologies by young people, there is a growing need to document emerging risks, forms of violence, and institutional responses, particularly within the school setting.

The study aims to generate insights to inform program design, policy dialogue, and prevention strategies addressing TFGBV among adolescents.

Objectives of the Consultancy: The consultant will support the preparatory phase of the study, including evidence review, stakeholder consultations, and development of the research protocol and tools.

Scope of Work
The consultant will undertake the following tasks:
1.    Literature Review 
  • Conduct a review of existing global and India-focused literature on TFGBV among adolescents.
  • Identify key typologies, risk factors, reporting mechanisms, and prevention strategies.
  • Prepare a brief synthesis highlighting evidence gaps relevant to the proposed study.
2.    Stakeholder Consultations
  • Design discussion guides and facilitate consultations with key stakeholders, including:
               -Teachers and school staff – (4)
               -Adolescents (girls and boys) – (4)
  • Document insights related to perceived online risks, existing safeguards and response mechanisms, and barriers to reporting.
3.    Study Design and Research Tools 
  • Develop the overall study design, including research questions, methodology, sampling strategy, and data collection approach.
  • Draft qualitative discussion guides and/or survey instruments as required.
4.    Ethics and IRB Documentation
  • Prepare the Institutional Review Board (IRB) protocol, including consent/assent forms, ethical safeguards for working with adolescents, and risk mitigation strategies.
  • Support revisions to the protocol based on internal and IRB feedback.
Deliverables
1.    Annotated literature review and synthesis note
2.    Summary of insights from consultations with teachers and adolescents
3.    Detailed study design document (methodology, sampling, tools)
4.    Completed IRB protocol and associated documents

Consultant Qualifications
•    Postgraduate degree in social sciences, public health, gender studies, or related field.
•    6–7 years of experience in research related to gender, adolescents, digital safety, and gender-based violence.
•    Demonstrated experience in qualitative research design and stakeholder consultations.
•    Experience developing IRB/ethics protocols, particularly for studies involving adolescents.
•    Strong analytical and writing skills.
