Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Scope of Work and Responsibilities
The UNCT-SWAP Gender Equality Scorecard methodology has been designed for in-country self-assessment as a means of fostering deeper understanding and ownership of results. The international Consultant will facilitate the exercise and apply participatory methods to ensure the Inter-Agency Assessment Team (IAT) is formed from the beginning of the exercise and leads and owns the process.

Assistance and support for the IAT with the in-country assessment:
- Support the collection of complementary data and evidence to rate indicators
- Conduct gender analysis of verification documents required to help the IAT rate areas of performance
- Facilitate working sessions with and provide technical support to key stakeholders such as the Resident Coordinator; Heads of Agencies; key programme staff; M&E teams, partners, etc. to discuss and score areas of performance.
- Complete the rating matrix based on IAT discussions and agreements.
- Facilitate a debrief with the UNCT HOAs to discuss findings and proposed actions.
Draft and finalize UNCT SWAP comprehensive report and Action Plan
- Draft UNCT-SWAP narrative report, with inputs from IAT.
- Prepare Action Plan based on agreed follow-up action points identified through the assessment and workshop.
- Review and complete the final draft of the UNCT-SWAP narrative report and Action Plan based on feedback
Required Qualifications:
- Master’s degree or equivalent in gender studies, social and political sciences, human rights, international relations, or a related field.
- Bachelor’s degree in combination with at least two years of working experience in the relevant field could be considered in lieu of master’s.
- At least 7 years in case of master’s degree (9 years with bachelor’s) of practical experience of work on gender mainstreaming in development programmes/projects at national and international levels;
- At least 7 years in case of master’s (9 years with bachelor’s) of experience of work on results-based management, review and/or evaluation;
- Knowledge on the United Nations Sustainable Development Cooperation Framework (UNSDCF)Fluency in English (written and oral) is required.
