Description of Responsibilities/ Scope of Work
The consultant will be responsible for providing technical expertise and coordination support to advance UN Women’s legal and policy advocacy initiatives in Tunisia. More precisely, he/she will be conducting a comparative legal analysis and developing evidence-based policy recommendations to support an advocacy campaign aimed at promoting the ratification of the African Union Convention on Ending Violence Against Women and Girls (AU CEVAWG). The consultant will also contribute to the development and implementation of a national roadmap to reactivate Tunisia’s engagement in the Action Coalition on Technology and Innovation. Key tasks will include the preparation of background notes, briefing papers, workshop content, presentations, and meeting minutes; the organization and facilitation of at least four multi-stakeholder legal and policy advocacy workshops; and close coordination with national stakeholders to ensure alignment with UN Women’s strategic objectives on inclusive governance, institutional accountability, and gender-responsive digital transformation
Functional Competencies:
- Technical Credibility in Gender and Legal Policy Reform : Demonstrates strong understanding of legal frameworks related to gender-based violence (including online violence) and international conventions namely the Action Coalition on Technology and Innovation and the AU CEVAWG ; able to provide valuable inputs and policy recommendations.
- Stakeholder Engagement and Partnership Support : Demonstrates the ability to support engagement processes with a range of stakeholders by preparing inputs, and ensuring valuable participation to discussions.
- Support to Planning and Coordination : Provides technical and logistical support
- Advocacy and Communication Support : contributes to messaging that translates legal and policy recommendations.
- Support to Results-Based Implementation: Contributes to the delivery of assigned tasks in line with agreed timelines and quality standards;
- Adaptability and Political Sensitivity: Maintains awareness of the political and institutional context;
Education and Certification:
• Master’s degree or equivalent in law, gender studies, public policy, international relations, human rights, or a related field is required.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- At least 5 years of progressively responsible work experience in gender equality, legal and policy analysis.
- Experience in facilitating or supporting multi-stakeholder consultations or workshops, is required.
- Demonstrated experience in drafting briefing notes, workshop reports, and policy documents, as well as in consolidating stakeholder inputs into structured outputs such as roadmaps or action plans, is required.
- Fluency in French and Arabic is required.
