Gender-based violence (GBV)
 Background
The Global Survivors Fund (GSF) supports survivors of conflict-related sexual violence to access reparations and other forms of redress. One of the fund’s core activities is the implementation of interim reparative measures (IRM), in collaboration with local and international partners. Effective Monitoring, Evaluation, and Learning (MEL) are central to understanding the impact of these measures and continuously improving our practices.

 Consultant’s responsibilities

• Design and implement GSF’s monitoring, evaluation and learning systems within the IRM unit in coordination with the MEL Officer and under the supervision of the Senior Project Officer. 
  •  1. Provide technical guidance and support GSF in developing a methodology for conducting evaluations with children. 2 ▪ Support GSF in strengthening its evaluation methodologies. Prior experience in evaluating education-focused projects and conducting evaluations involving children is highly desirable. 
  • 2. Lead country-specific implementation of MEL, specifically focused on:  
Monitoring:
• Coordinate the implementation of quarterly reporting with project coordinators;
• Adapt template to country specifics;
• Report on KPIs for respective countries and contribute to KPI reports;
• Participate in KPI development.
Evaluation:
• Coordinate with project coordinators and partner organisations to implement impact evaluations and advise on associated budgeting needs;
• Adapt existing GSF tools to fit the context of each project, in close collaboration with implementing partners;
• Train relevant partner teams and consultants, either remotely or in-country, as appropriate;
• Oversee data collection activities in project countries, ensuring quality and consistency;
• Coordinate the analysis of data collected by national teams and contribute to the drafting of internal and external impact reports.
Learning:
• Coordinate with the project team for lessons learned workshops; support programme team with materials;
• Support data analysis and reporting.

Transversal Activities
• Revise data analysis procedures and update the use of quantitative and qualitative tools as needed, drawing on lessons learned from MEL implementation; 
• Provide in-country support for evaluation activities, with occasional travel as required; 
• Share relevant findings and coordinate with other GSF units on MEL activities related to IRM projects; 
• Actively participate in IRM Team meetings and broader GSF meetings, as needed; 
• Carry out any other MEL-related tasks, as agreed with the reporting manager, to support the work of the IRM Unit. 

 Education and professional experience 
• Advanced university degree in Social Sciences, Education, Development Studies, or a related field; 
• Minimum of 5 years’ professional experience in Monitoring, Evaluation and Learning (MEL), preferably with experience evaluating education projects or conducting 3 evaluations with children; 
• Proven experience in designing and conducting evaluations involving children and vulnerable populations, using participatory and ethical methodologies. 
• Strong knowledge of both qualitative and quantitative evaluation methods; 
• Demonstrated ability to design MEL frameworks, tools, and indicator matrices. 
• Proficiency in data collection, management, and analysis tools, particularly KoboToolbox and Excel; 
• Experience with adaptive and utilisation-focused evaluation approaches; 
• Strong report writing and presentation skills in English.
