The Safeguarding, Ethics and Compliance (SEC) Head of Project in Gaza will lead the implementation, monitoring, and continuous improvement of safeguarding, ethics, and compliance frameworks. Reporting to the Head of Base and collaborating closely with HQ experts, you will ensure ACF’s standards are upheld, risks managed, and programs delivered safely and ethically to protect the dignity and rights of affected communities and staff.

Key responsibilities:
1. Safeguarding
  • Lead ACF’s Safeguarding Policy implementation aligned with international best practices.
  • Oversee the Safeguarding Action Plan, ensuring timely tracking and reporting.
  • Serve as the primary contact for safeguarding issues, guiding case management, documentation, and response.
  • Develop and coordinate a network of Safeguarding and PSEA focal points.
  • Conduct safeguarding risk assessments and design mitigation strategies with program teams.
  • Organize and deliver safeguarding training for staff, partners, and daily workers.
  • Represent ACF in external safeguarding groups and maintain coordination with HQ.
2. Ethics & Compliance
  • Support ethical standards implementation across procurement, programming, HR, and finance.
  • Lead ethics awareness and briefing sessions for staff, partners, and service providers.
  • Develop and monitor a local Ethics & Compliance action plan in coordination with departments.
3. Case Management & Investigations
  • Act as focal point for sensitive complaints including SEA, fraud, and Code of Conduct violations.
  • Lead or support confidential investigations following ACF policies.
  • Ensure thorough documentation, case tracking, resolution, and follow-up while protecting confidentiality.
  • Strengthen reporting mechanisms and coordinate with HQ and regional teams.
4. Risk Mitigation & Donor Compliance
  • Ensure compliance with donor safeguarding requirements (e.g., USAID, ECHO).
  • Support donor reporting on safeguarding and risk management.
  • Identify and monitor risks related to ethics and safeguarding gaps.
  • Collaborate with technical teams to mainstream safeguarding across programs.
5. Capacity Building & Coordination
  • Deliver regular training on safeguarding, ethics, and compliance to staff and project heads.
  • Ensure PSEA focal points receive adequate training and support.
  • Organize coordination meetings and workshops to promote ethical leadership and accountability.
  • Participate actively in inter-agency safeguarding and PSEA forums.

Candidate Profile:
  • -Fluent in English and Arabic (spoken and written) – Arabic is mandatory.
  • -3-5 years proven experience in safeguarding, ethics, compliance or related roles within humanitarian or international NGOs.
  • -Deep knowledge of safeguarding policies, international standards, and donor compliance (e.g., USAID, ECHO).
  • -Experience managing sensitive complaints and leading confidential investigations professionally and discreetly.
  • -Strong communication and training skills with diverse audiences.
  • -Excellent coordination and organizational skills to manage multiple priorities.
  • -High ethical standards and commitment to a safe, respectful, and inclusive workplace.

Remuneration & Benefits:
  • -Contract length: 6 months with possibility of extension.
  • -Location: Gaza Strip.
  • -Salary: According to ACF salary scale.
  • -Difficult context allowance as per policy, reviewed throughout contract.
