About Norwegian Church Aid (NCA):
NCA has been actively involved in the Syrian humanitarian response since 2012, first managed remotely through the regional office in Amman, Jordan and then with the establishment of country offices in both Syria and Lebanon since 2020. For both countries, NCA operations are focusing on the following thematic areas:
  • Gender-Based Violence (GBV): Implemented through partnerships with local organizations.​
  • Climate-Resilient Water, Sanitation, and Hygiene (WASH): Directly implemented by NCA
  • Food Security and Livelihoods: Initiated in 2024
  • Cash-Based Modalities: Applied across all thematic areas to enhance program effectiveness.​

Purpose of the Position:
NCA is seeking a dynamic and experienced Area Director to lead our humanitarian and development work in Syria and Lebanon, as well as oversee our administrative office in Amman, Jordan. This role requires a strategic leader who can navigate complex political and cultural landscapes, manage sudden onset crises and emergencies as well as a volatile security situation,  rebuild and foster relationships, and expand and drive the program portfolio in an excellent manner in a challenging environment.

This is a two-year position with the possibility for extension. This is an expatriate position only and a non-family duty station.

Key Responsibilities:
  • Strategic Leadership: Provide vision and direction for NCA's programs in Syria and Lebanon, ensuring alignment with organizational goals and responsiveness to the evolving context.​
  • Program Management: Oversee the implementation of projects across thematic areas, ensuring quality, accountability, and impact.​
  • Relationship Building: Establish new and nurture current relationships with governmental entities, local and international partners, donors, and other stakeholders.​
  • Financial Oversight: Manage country budgets, ensuring financial integrity, transparency, and alignment with program priorities.​
  • Team Leadership: Lead and develop a diverse team this includes Managers and employees, fostering a culture of collaboration, learning, and accountability.​
  • Risk and Security Management: Monitor and mitigate risks, ensuring the safety and security of staff and assets.​

Please note: The Area Director’s portfolio is likely to be adjusted during the contract period, in line with organizational needs, funding and strategic developments in the region.

Qualifications:
  • Minimum of 7 years of progressive experience humanitarian or development work, where 5 years should be in senior management positions.
  • Experience in initiating and managing emergency operations in challenging security contexts. Experience from the Middle East region will be an advantage.​
  • Higher university degree in social science, sociology, psychology, public health, development studies, international relations, management or other relevant fields
  • Proven experience in building and managing teams and delivering results in complex and volatile contexts
  • Proven expertise in strategic planning, program management, and team leadership.​
  • Strong negotiation and communication skills, with the ability to engage effectively with diverse stakeholders.​
  • Demonstrated cultural sensitivity and emotional intelligence, capable of operating in a highly emotive environment.​
  • Solid financial management skills, including budgeting and financial reporting.​
  • Ability to work under pressure, manage multiple priorities, and being patience and resilience.​
  • Familiarity with the political and cultural context of Syria and Lebanon is highly desirable.​
  • Fluency in English is required; knowledge of Arabic is an advantage.​
