We are seeking a Senior Gender-Based Violence (GBV) Technical Advisor for USAID. The United States Agency for International Development’s (USAID’s) Gender Equality and Women’s Empowerment Hub (GenDev), is one of five Hubs within the Bureau for Development, Democracy, and Innovation (DDI). GenDev advances gender equality and women’s empowerment as fundamental for the realization of human rights, and key to effective and sustainable development outcomes. The Hub collaborates with Operating Units (OUs) across the Agency supporting USAID’s programming globally, in all sectors. It promotes evidence-based gender equality and women’s empowerment programming throughout the Agency through its technical outreach and thought leadership, training, technical assistance, and communication outreach.
Position Objective:
Provides subject-matter expertise on gender-based violence (GBV), with a focus on child, early, forced marriage and unions (CEFMU), and female genital mutilation and cutting (FGM/C), with experience in gender analysis, integration, and programming in GBV prevention, mitigation, and response.
Scope of Work:
- Manage GenDev’s portfolio of investments in CEFMU totaling $2-3 million through all stages of the program cycle by developing the parameters of investment through mission selection and providing implementation support through site visits and monitoring;
- Provide subject matter expertise to USAID Missions and country-based colleagues regarding the feasibility, appropriateness, and value of proposed activities or changes in activities to address CEFMU and FGM/C;
- Provide support in the technical aspects of design, implementation, and monitoring and evaluation of GBV programs and help facilitate the design process of acquisition and assistance awards;
- Provide advice on strategies, best practices, and current research and evidence in CEFMU and FGM/C programming;
- Support the implementation of USAID’s GBV implementation plan with regards to child, early, forced marriage and unions, and FGM/C;
- Conduct gender analyses and assessments that inform policies, and strategic approaches to address GBV;
- Support coordination with other donors, experts, civil society and community organizations, and host governments on work addressing CEFMU and FGM/C;
- Represent the agency externally by attending and speaking at international conferences to donors and implementing partners;
