Gender-based violence (GBV)
Description of Organization: This position is located within USAID’s Bureau for Development, Democracy, and Innovation (DDI), Gender Equality and Women’s Empowerment Hub (GenDev). The incumbent serves as a Democracy Officer (Senior Gender-based Violence Programming and Integration Advisor), leading DDI/GenDev’s Gender-based Violence (GBV) team. DDI provides technical services to USAID’s missions worldwide, supports programming to innovate, learn and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.  In alignment with the Bureau’s mandate, the GenDev GBV team provides technical leadership and support on GBV prevention, mitigation, and response across the Agency and manages a portfolio addressing priority topics, including technology-facilitated GBV, child early and forced marriage and unions, and GBV affecting LGBTQI+ populations.

Description of Position:
This position leads GenDev’s GBV team, a five-person team mandated with coordinating USAID’s implementation of the US Strategy to Prevent and Respond to Gender-Based Violence Globally. The incumbent will be responsible for directing the human and financial resources of the team in order to have the most strategic impact on the Agency’s GBV programming in development contexts. This includes providing GBV technical assistance throughout the Program Cycle and scaling the adoption of evidence-based GBV interventions within the Agency and externally; demonstrating learning and addressing emerging issues such as designing and managing interdisciplinary activities that inform the development of technical policies, guidance, and tools; providing insights and evidence to improve programming; building and synthesizing evidence across multiple countries, regions, sectors, and programs to assess and influence USAID’s work and that of other actors; and maintaining knowledge management by improving access to technical information and evidence to interdisciplinary teams in missions and other operating units. The team lead is expected to be a seasoned and strategic manager and bridge-builder across diverse stakeholders.

Future of Work Designation:

This position has been designated as Telework Eligible for 3-8 days per pay period.

Qualifications:
  • Must be a U.S. citizen.
  • Must be eligible to obtain and maintain a Secret level security clearance.
  • An advanced degree in a relevant field such as women’s studies, gender studies, or international development is preferred but not required. 
  • At least 7-10 years experience in gender equality and gender-based violence programming are preferred.
