Gender equality and Social inclusion (GESI)About Equity Hub
DFAT’s Equity Hub uses evidence, research and good practice to ensure Australia is a thought leader and partner of choice for progressing gender equality, disability equity and social inclusion (GEDSI) in the Indo-Pacific and globally.
It provides joined-up GEDSI advice to DFAT staff to strengthen equity outcomes across programs, policy and advocacy, and builds good practice through research, analysis, an online Knowledge Hub and targeted events.
Equity Hub is managed by Alinea International, in partnership with the Nossal Institute for Global Health and Social Development Direct (SDDirect). This consortium brings together complementary expertise across gender equality, disability equity, social development and international policy, alongside strong regional networks and delivery experience globally, with a particular focus in the Indo‑Pacific.
The Role
Rapid Task Group
To ensure that Equity Hub is able to respond to rapid turnaround queries, we will also maintain a Rapid Task Group. This will be comprised of up to 30 panellists who confirm that they are regularly available to take on rapid tasks with short deadlines, including those associated with key DFAT compliance tasks. The Rapid Task Group will be selected from the wider panel, reflecting a range of experience, geographical areas of focus and technical expertise

Applicants are expected to bring expertise (which may include lived experience) in one or more GEDSI domains – gender equality, disability equity, social inclusion including LGBTQIA+ inclusion or First Nations people (Including Australia) engagement – and to demonstrate how this expertise is applied in practice.
In addition, Equity Hub seeks GEDSI expert advisers with experience in relevant sectoral or thematic areas, including but not limited to governance, health, social protection, climate change, economic development, education, WASH, trade, security, infrastructure and humanitarian contexts.
Applicants will be asked to indicate both their GEDSI specialisation and their thematic areas of experience.

The Panel particularly seeks advisers who combine strong technical knowledge with practical advisory capability.
Panellists must be able to demonstrate experience in:- Working in development or international policy (Equity Hub has a particular focus on Indo‑Pacific contexts) with an understanding of regional dynamics and systems

Role Purpose
The Senior Programme Manager (SPM) is responsible for independently managing a mixed portfolio of humanitarian and/or development programmes, including the organisation’s most complex and high-value projects (often multi-country or valued in the tens of millions GBP), alongside medium and lower complexity projects. The Global Survivors Fund (“GSF”) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, Nobel Peace Prize laureates 2018. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence around the globe, thus responding to a gap identified by survivors. GSF acts to provide interim reparative measures in situations where States or other duty bearers are unable or unwilling to meet their responsibilities or reparation where States are willing to act on that responsibility. It also advocates for duty bearers, as well as the international community, to develop reparations programmes. GSF further provides expertise, guidance and technical support to States and civil societies to design reparations programmes. A survivor-centric approach is the cornerstone of everything GSF does.
Role Summary
The Head of Education as Reparation Initiative reports to the Director of Programmes and works closely with the other Heads of Unit, regional coordinators, as well as with country coordinators involved in education programming, to coordinate GSF’s work and enable 2 survivors’ access to education as a form of reparation. The Head of Education as Reparation Initiative is a senior position responsible for leading GSF’s strategic engagement, development and scaling of the Education as Reparation portfolio across programme design and implementation, technical support, coalition-building, and resource mobilisation. The Head of Education as Reparation Initiative is responsible for developing and leading the implementation of an overarching Education as Reparation strategy aimed at engaging multiple stakeholders at national, regional and international levels to mobilise partnerships and resources, and support the design and scale-up of survivor-centred reparative education projects and models in conflict-affected and humanitarian settings. This includes helping to embed effective, trauma-responsive, flexible and accessible education models into broader reparations, education, protection, child protection, mental health and psychosocial support, and recovery frameworks. Education and professional experience

For more than four years, NWI has partnered with JASS (Just Associates) through the project “Building the Collective Power of Women for Rights and Resources in Mesoamerica”. Working across Mexico, Guatemala, and Honduras, the project supports women activists and movement leaders advancing rights, justice, and social change in their communities.
As part of this work, NWI is commissioning a bookazine: a hybrid publication that combines the depth of a book with the accessibility of a magazine. Drawing on in-depth interviews with women activists, the publication will seek to create a compelling narrative work that explores the experiences, motivations, challenges, and aspirations of women activists across the region.
THE OPPORTUNITYNWI is seeking a narrative journalist, writer, or other experienced storyteller to lead the development of this publication.
The aim is to create a cohesive narrative work that stands on its own as an engaging reading experience, rather than a traditional NGO publication. The selected candidate will be entrusted with developing the editorial concept and narrative approach, drawing on interviews with women activists from Mexico, Guatemala, and Honduras, and shaping the publication from concept through to final delivery.
We are looking for someone with a strong creative vision and a demonstrated ability to transform interviews, research, and lived experiences into compelling storytelling. The successful candidate will be given significant creative autonomy to develop the publication's structure, voice, and editorial direction, with oversight from NWI and within agreed safeguarding and ethical storytelling principles.
NWI will facilitate introductions to women activists from our networks across Mexico, Guatemala, and Honduras. The selected candidate is also encouraged to propose interviewees where they believe these would strengthen the narrative concept, subject to discussion with NWI and appropriate safeguarding considerations.
REQUIREMENTSApplicants should meet the following criteria:
- Demonstrated experience in narrative journalism, literary non-fiction, long-form storytelling, documentary storytelling, or a related field.

Project Context and ScopeThe ongoing war in Ukraine has led to large-scale population movement. About 5.1 million Ukrainians are in internal displacement by June 2023,[1] of whom 58 per cent are women. Despite significant challenges, IDPs already seek durable solutions in large numbers. IOM estimates that around 4.7 million[2] people have returned to their areas of origin. A further 15 per cent of IDPs (est. 745,000 individuals) are seeking durable solutions through local integration.
To support the creation of conditions that are conducive for durable solutions, IOM has developed a multi-sectoral, area-based and community-driven approach towards resilience and recovery at the local level. This includes transitional housing for internally displaced persons (IDPs), restoration of critical public infrastructure and services, and support for displaced micro and small enterprises, as well as other livelihoods, and socio-economic recovery interventions.
The Hromada Reconstruction and Empowerment Facility (HREF) project contributes to community-driven recovery processes at the hromada[3] level, that strengthen resilience and promote inclusive, gender-responsive durable solutions for conflict-affected communities in Ukraine through the Hromada Recovery and Empowerment Facility (HREF). The project empowers hromada authorities and diverse local actors to develop and implement resilience and recovery plans through inclusive participatory planning.
One of the focus areas of the initiative is to strengthen inclusive programming and foster a community led gender responsive recovery path with key considerations to gender, disability and diversity-related needs, vulnerabilities, skills and capacities. These are facilitated through multi-sectoral needs assessments and consultations with group representatives including using DTM data and methodology as appropriate. In addition, based on emerging needs, gender is integrated into capacity building training for HRC members, labour market assessment and community engagement activities. Currently, the project is implemented in 12 oblasts with operational presence in 25 Hromadas.

About the RoleThe HR Manager will ensure that the Secretariat HR functions are grounded in feminist values, ensuring inclusive, anti-oppressive, and trauma-informed processes that centre dignity, equity, and collective care with alignment to Prospera values, and are supportive of a productive, engaged, and motivated team. Skills and Experience- Degree in HR or related discipline.

Objectives of the AssignmentThe purpose of this consultancy is to undertake an integrated outcome and impact assessment to assess the project’s contribution to inclusive and sustainable energy access, women’s economic empowerment, market linkages, and resilience outcomes. The consultancy will identify and verify significant outcomes and systemic changes influenced by the project, including shifts in behaviours, relationships, capacities, and market dynamics; assess the project’s relevance, effectiveness, efficiency, sustainability, and contribution to impact; examine the integration of gender equality, social inclusion,; and generate evidence-based learning and actionable recommendations to inform accountability, adaptive management, scaling, and future energy programming. The evaluation shall assess project performance and contribution against the approved Results Assessment Framework (RAF), including validation of selected outcome and output indicators, milestones, assumptions, and progress towards intended systemic change. The consultancy will integrate results verification with Outcome Harvesting approaches to capture both predefined and emergent changes attributable to the project’s interventions.
Requirements of the Consultant
• Advanced academic qualifications in Evaluation, Monitoring and Evaluation, Development Studies, Energy Studies, Economics, Social Sciences, or a related field.
• Proven experience (7+ years preferred) in conducting external evaluations, impact assessments, and Outcome Harvesting or other contribution analysis methodologies.
• Demonstrated expertise in Outcome Harvesting, including identifying, verifying, and analyzing outcomes and attributing contribution to programme interventions.
• Strong technical expertise in mixed-methods research, including qualitative and quantitative data collection, analysis, and triangulation. Familiarity with market systems development and systems change approaches, particularly in relation to livelihoods, enterprise development, and resilience.
• Excellent facilitation and stakeholder engagement skills, including experience conducting KIIs, FGDs, and participatory validation processes with diverse stakeholders.
• Strong analytical and report writing skills, with the ability to produce clear, actionable, and high-quality evaluation reports and learning briefs.
Education
