LGBTQI+ rights/ SOGIESCTGEU is seeking a skilled Consultant to conduct an in-depth study on the rights of trans people in the digital sphere. This will drive TGEU’s programming on digital rights and AI justice. This consultancy will run until 15 March 2026, which is the final date for submitting the materials.
The goal of this consultancy is to:- Enable TGEU and its members to map the key issues affecting the rights of trans people in online spaces;
- Identify emerging threats and risks, including algorithmic harms and AI, digital safety concerns, and other relevant issues;
- Map member needs and ongoing and future policy and advocacy opportunities.
This project will cover the entire region of Europe and Central Asia, with a particular focus on the European Union.
Key responsibilities:- Work in partnership with TGEU to refine the scope of the research and methodology.
- Undertake a comprehensive literature review of the key issues affecting the rights of trans people in the digital sphere, including but not limited to AI, algorithmic biases and harms, online safety, misinformation and disinformation, and access to goods and services.
- Conduct an in-depth legal and policy analysis of the above issues in light of existing EU and Council of Europe human rights standards, and assess existing legal and policy frameworks for protecting the rights of trans people.
- Conduct 2 online focus groups with TGEU membership to gather input on the identified issues.
- Develop a comprehensive yet accessible study (no more than 50 pages) addressing the identified issues. The study should analyse these issues and policy developments in the region, identify their implications for trans people, and map relevant policy and advocacy opportunities and risks.
- Develop a shorter advocacy document outlining the key demands and priorities to protect the rights of trans people online, to be shared with policymakers;
Profile of the successful candidate:- Strong expertise in international and European human rights law, with a specialisation in technology and digital rights.
- Prior experience working with feminist, LGBTI, racialised minorities, and other vulnerable groups is highly desirable.
- Proven experience in undertaking analytical research projects, with a focus on identifying advocacy and programmatic goals and strategies.
- Excellent writing skills, with a track record of producing high-quality publications and reports.
- Strong communication and training skills, with experience delivering engaging online workshops.
- Fluency in English.
- Commitment to trans rights and familiarity with issues affecting trans communities in Europe.

The Role

The Southeast Asia Gender Based Violence Prevention Platform ("the Platform") is a regionally led, Australian-funded initiative that aims to address the need and demand for increased investment in, and coordination of, gender-based violence (GBV) primary prevention initiatives in the Southeast Asia region. The Platform aims to strengthen locally-led efforts to prevent GBV through evidence-based advocacy, dialogue, policy and programming in Southeast Asia. The Platform is led by a regionally based Secretariat, in collaboration with Cowater International, Social Development Direct and the Equality Institute, which support organisational development and provide technical support.
Objectives
The objective of the Panel is threefold:
a) To expand the Secretariat’s technical capacity in providing targeted support and expertise to grantees, ensuring the delivery of high-quality grant programmes within the allocated time and budget.
b) To strengthen technical capacity of qualified grantees, to ensure high quality, ethical and safe delivery of their proposed projects.
c) To support grant management, including due diligence and financial management.
Scope of Services The service provider are expected to provide services in one or more of the following areas:
A. Practice-based knowledge/ research: research/ study design, implementation and dissemination.
B. Advocacy: strategy development, design of advocacy tools and approaches, and advocacy implementation.
C. Prevention intervention support: formative research, design, implementation and monitoring of projects related to GBV primary prevention.
D. Gender equality, disability and social inclusion (GEDSI): GEDSI analysis, mainstreaming GEDSI into programming and prevention interventions, with particular focus on disability and LGBTQIA+ inclusion.

General Selection Criteria

Gender equality and Social inclusion (GESI)CONTEXT
The African Union Inter-African Bureau for Animal Resources (AU-IBAR), a specialized technical office of the Department of Agriculture, Rural Development, Blue Economy and Sustainable Environment (DARBE) of the African Union Commission (AUC), is mandated to support and coordinate the utilization of livestock, fisheries, aquaculture and wildlife as resources for both human wellbeing and economic development in the Member States of the African Union. The Vision of the AU-IBAR Strategic Plan 2024-2028 is an Africa in which animal resources contribute significantly to integration, prosperity and peace. AU-IBAR’s intervention in the fisheries and aquaculture sector is guided by the Policy Framework and Reform Strategy for fisheries and aquaculture in Africa (PFRS) which is aimed at improving governance of the sector for increased sustainable contribution to food security, livelihoods and wealth creation. Also within the framework of the African Union 2063, the Africa Blue Economy Strategy envisioned an inclusive and sustainable blue economy that significantly contributes to Africa’s transformation and growth.
JOB DESCRIPTION SUMMARY
Under the direct supervision of the Project Team Leader at AU-IBAR, the incumbent will undertake the following targeted areas of work so as to achieve the objectives of the Project ‘Conserving Aquatic Biodiversity in African Blue Economy’:
1. Contribute to the identification and mainstreaming of gender related issues across the project’s activities relevant to aquatic biodiversity and environmental management.
2. Participate in analysis of, from a gender perspective, existing national, regional and local policies, strategies and action plans and elaborate on the added value of gender mainstreaming into national and regional conservation policies.
3. Support the operationalization of the AU endorsed continental strategy for gender mainstreaming in aquatic biodiversity conservation and environmental management in the continent.
4. Contribute to the implementation of the Continental strategy on Nature-based solutions for sustainable aquatic biodiversity conservation, and environment management - ensuring effective community, private sector, women and youth, participation in climate change mitigation efforts, conserving and restoring aquatic ecosystems and fish stocks.
5. Strengthen inclusive Regional Blue Value Chains in selected fisheries and aquaculture undertaken: including actors, enablers, drivers and develop mechanisms for enhancing effective private sector, women and youth engagement.
GENERAL EXPERIENCE
i. A minimum of 5 years of combined relevant work experience in development-oriented institutions, NGOs, UN, AU member states or related international development aid projects in Africa.
ii. A Minimum of 3 years of experience in at least one of the sectors (e.g., gender and climate change mitigation programmes; conservation of aquatic ecosystems, integrating gender considerations and women’s empowerment in environmental programming).

The focus of the study is Punjab Police’s Mahila Mitra (PPMM) program, which created help-desks for women and assigned female officers to staff those desks. The research project examines efforts to “mainstream” the PPMM program within the day-to-day work of the police station through different approaches to training. Using a mixed-methods approach (combining a randomized controlled trial and qualitative research), the study will evaluate the impact of different training modalities (female officers only; female and male officers in different settings; or female and male officers together) on the experiences and job satisfaction of female officers; the perception of female officers within the police; the implementation of the PPPM program, and police responsiveness to women.
Job descriptionQualitative research, including observations of and interviews with PPMM officers, will be integrated in all stages of the study, accompanying and complementing the RCT. The Research Associate’s role requires (a) working closely with the Principal Investigators on designing qualitative instruments, piloting them, and using them to conduct in-depth interviews with frontline officers; (b) qualitative analysis and thematic coding of fieldnotes; and (c) working closely with the stakeholders on overseeing the development of the intervention training materials for a full-scale RCT.The Research Associate will be based in Punjab, working closely with the team of researchers and government counterparts to ensure the successful implementation of both the research and stakeholder engagement components of the project.

The key responsibilities of the role include:
Technical Advice and System Management
- Develop a workplan to implement GBV/DV actions across SPC through the HR Division and Senior Leadership Team – based on the Women in Leadership Program (WIL) 2022 Leadership Audit Recommendations, in collaboration with the WIL Team.

- Coordinate with HRSD and the Women in Leadership Programme to develop and implement gender and GBV/DV training materials for SPC staff, Wellbeing Focal Points, Management and Senior Leadership Team including beginner and refresher curriculums.

Key selection criteria

- Skilled in a wide range of capacity-building modalities involving DV/GBV and related disciplines.

The PO has supported Pacific Parliaments to reform the parliamentary professional service, provided trainings and activities to strengthen parliamentary library and research services, provided policy support with a focus on SDG advocacy, supported the production of Budget Briefs for members to assist with informed debates on the national budgets, increased opportunities for citizens and CSO engagement in the work of parliament, built capacities for members and staff on substantive and procedural issues as well as skills such as public speaking, dealing with the media, debating, and codes of conduct, supported the development for institutional frameworks to ensure that parliaments have sufficient power and independence to contribute to democratic development.
The IPU collaborates with the United Nations Development Programme (UNDP) both nationally and globally for over 40 years. In late 2025, the IPU and UNDP have entered into a cooperation agreement to support parliaments in Pacific countries. Within this programme the IPU will support two parliaments to undertake Gender sensitivity self-assessments.
Duties and responsibilities of the consultants:
Under the overall supervision of the Manager, Technical Cooperation Programme, IPU and working with four pacific parliaments, the Consultant will perform the following functions:
- Support implementation of phases 1 and 2 of the assessment process as outlined in Annex 1.
- Provide technical assistance an advice to the Steering Committee
- Where required provide training/coaching to the Pacific Parliament MPs and staff to increase their capacity to undertake the assement
- In-person support to facilitate carrying out of the assesment through the provision of advice, support and comparative experience.
Educational Qualifications (Minimum):
- University degree in social science, political science or law; specialization in gender studies an asset. An advanced degree is highly desirable.
Experience:
- At least ten years of relevant professional experience related to gender equality and women’s rights.

Gender-based violence (GBV) Movement buildingBackground
A systematic review of IPV and VAC co-occurrence in low- and middle-income countries (LMICs) confirmed a significant link between IPV and child maltreatment but also highlighted major gaps in the evidence. Few studies examined risk factors for co-occurring violence within households, and findings were often contradictory. Research rarely measured male-perpetrated violence against children or female-perpetrated IPV, and definitions and measures of violence varied widely. These gaps, alongside a lack of gender and power analysis and few longitudinal studies, limit understanding of the relationships between, and the risk and protective factors associated with, co-occurring VAC and VAW. Identifying programmes that effectively address both VAC and VAW is essential for developing integrated, evidence-based approaches.
A recent rapid systematic review explored these intersections, identifying 29 effective interventions from 15 countries interventions that work across both forms of violence. Interventions identified, include 18 primary prevention initiatives (mostly from LMICs) and 11 response interventions (mostly from high-income countries). While some were designed to address VAC-VAW intersections, most focused on either IPV or child maltreatment, with limited attention to the other form of violence. Few interventionscombined prevention and response, and little evidence exists on ineffective or harmful approaches. Methodological issues, including inconsistent definitions and high risks of bias, further restrictunderstanding.
About the Fellowship
Too often, research on VAW and VAC in low- and middle-income countries (LMICs) is led and funded by institutions in high-income countries. This skews priorities and limits relevance. Locally led research, on the other hand, is more impactful, more sustainable, and better aligned with community needs.
Through this fellowship, SVRI is investing in early career researchers in LMICs who are committed to building the evidence and action needed to prevent violence and promote the rights and wellbeing of women and children.
Fellowship Objectives

- Be enrolled full-time at an in-person, accredited academic institution in an LMIC.
- Be undertaking PhD dissertation or postdoctoral research focused on the intersection of VAW and VAC.
- (For PhD applicants) Have a defended or institutionally approved dissertation proposal.

- Demonstrate a long-term commitment to advancing the rights and wellbeing of women and girls.
